SyracuseCoE is one of 14 Centers of Excellence funded by New York State to foster collaboration between academic and industrial research and development communities, develop and commercialize new products and technologies and accelerate entrepreneurship and create jobs in the Central New York region advancing New York State’s reputation for excellence in environmental and energy systems around the world.
SyracuseCoE is seeking a motivated, experienced individual to serve in the position of Budget Analyst to manage the financial and administrative operations related to the operations of SyracuseCoE.

QUALIFICATIONS

  • A minimum of a bachelor’s degree and five (5+) plus years relevant experience, preferably in a University setting, required.

JOB SPECIFIC QUALIFICATIONS

  • Ability to exercise good judgment, discretion, confidentiality and work collaboratively and cooperatively with all levels of the University community and outside partners.
  • Strong organizational, analytical and problem-solving skills with the ability to work independently, prioritize responsibilities, and maintain flexibility while meeting deadlines with attention to detail and a high degree of accuracy.
  • Good oral and written communication skills as well as extensive knowledge, use and understanding of spreadsheets and financial analysis required.
  • Experience with and understanding of the University’s General Ledger and HR/Payroll systems are highly desirable.

Responsibilities:

  • Independently administer and manage financial operations of all SyracuseCoE funding sources ensuring compliance with sponsors and University policies and procedures including sponsored, restricted, unrestricted, and gift funds. Work with staff to ensure compliance with funding requirements and restrictions.
  • Manage the development and preparation of research proposal budgets and interpretation of funding requirements.
  • Work with Executive Director to develop strategic spending plans to optimize use of resources.
  • Plan, manage and track required cost sharing expenditures and work closely with the Office of Sponsored Accounting (OSA) to ensure all cost sharing, reimbursement and project reporting requirements are met. Assist with forecasting and reporting throughout the year, and develop reports and spreadsheets as needed.
  • Provide support to the Executive Director and other CoE faculty for developing budgets and related documents for external funding proposals.
  • Use well-developed analytical skills to manage and/or recommend department expenditure and reconciliation activities. Process and/or approve all department financial expenditures, including journal entries, IDs, purchase requisitions, travel vouchers, employee reimbursement expenses, and ePro orders.
  • Manage sponsored effort certification and pre-review requirements; manage and/or assist with Payroll and HR functions ensuring accuracy and appropriateness in close collaboration with the Office of Research.
  • Serve as liaison and work collaboratively with various University departments to ensure compliance with best practices, policies and procedures.
  • Provide ongoing review and analysis of internal processes and procedures to comply with changing regulations, requirements and needs.
  • Provide training for the Administrative Assistant II as the financial back-up.
