Description:

BASIC REQUIREMENTS FOR A BUDGET ANALYST:

Specialized Experience: One year of specialized experience which includes formulating and/or executing budget submissions and preparing budget reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the Federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree, in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Business Management, Finance, or Accounting. (Note: You must attach a copy of your transcripts.)
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

Responsibilities:

  • Perform budget work of detailed analyses of annual and multi-year budget estimates for assigned organizations/programs into a consolidated budget request.
  • Research, compile, and summarize data involving obligations, expenses, and object class/line-item information, narrative information, and quantitative budgetary data for use in preparing budget estimates.
  • Prepare and edit narrative justification for projected funding needs and assures requests are formally and accurately documented in a wide variety of unrelated forms, schedules, and reports.
  • Conduct analyses and special studies to provide advice and guidance to installation program managers on obtaining and effectively using federal funds and establish budgetary goals and milestones.
  • Prepare guidance and explain/defend actions on budgetary procedures and/or interpretation of standard procedures and regulations.
  • Liaison between programs managers and staff offices connected with the budget process to provide information, availability of funds, processes and budgetary actions.
  • Conduct training on budget processes, procedures and requirements.
