The Housing, Addictions and Homelessness department plays a key role in health policy, planning, funding, and oversight to ensure that service providers, such as Regional Health Authorities, Cancer Care Manitoba, and over 100 other service delivery organizations, are enabled and accountable to provide economic, high quality services. The department is seeking one Budget Coordinator to join the Comptrollership Branch within its Finance Division.

  • Must be able to work overtime as required, and may include evenings and weekends on occasion.

Qualifications:

Essential:

  • Accounting education and experience equivalent to level 2 of a recognized accounting program (CPA, CA, CGA), or equivalent combination of education and financial accounting experience.
  • Experience planning, coordinating, balancing, and maintaining yearly department/organization estimates/budgets.
  • Ability to maintain confidentiality and use discretion, diplomacy, and tact when working with sensitive financial information.
  • Excellent organizational and time management skills to handle high volume of work with changing priorities and conflicting deadlines.
  • Experience reporting monthly, quarterly and yearly cash flows.
  • Experience analyzing, verifying and inputting financial information with strong attention to detail and high degree of accuracy.
  • Strong written communication skills to write documents and provide information in a clear and concise manner.
  • Proficient in Excel and experience with MS Office Suite Applications (Word, Outlook, and MS Teams).
  • Strong verbal communication skills to relay information clearly, concisely, and professionally.
  • Strong interpersonal skills to build and maintain professional relationships with a variety of stakeholders.

Desired:

  • Advanced technological skills to perform financial and administrative processes in accounting software applications such as SAP, MIS, and Public Budget Formulation (PBF).

Duties:

Reporting to the Director of Financial Services, the Budget Coordinator provides full administrative support to the Financial Services Unit, the Financial Commissioning Branch, the Comptroller, and the Assistant Deputy Minister/Executive Financial Officer. The Budget Coordinator is responsible for the preparation and publication of the Ministers’ Estimate Committee of Supply Binders, Preliminary and Final Estimates, and provides key financial information for the Supplement to Estimates of Expenditure. Additional responsibilities for the incumbent include, but are not limited to:

  • Estimates (including the Preliminary Estimates, draft print, and estimate proofs),
  • Monthly, quarterly and yearly cash flow reporting,
  • Monthly reporting for Out of Province Travel, Ministers Expenses and Workers Compensation (WCB).
