Currently we are looking for a qualified individual to work as a Business Analyst – Project Lead (Hybrid) with our direct client in Columbia, SC
The Child Support Services applications team is part of the Department of Social Services (DSS) and is responsible for developing and maintaining applications in support of the Child Support Services Division (CSSD) including PACSS (Palmetto Automated Child Support System), SDNH (State Directory of New Hires) and the client portal application.

REQUIRED SKILLS:

  • 5+ years’ experience preparing, documenting, and executing test criteria, test cases, test scripts, and test plans for it systems projects.
  • 4+ years’ experience testing on child support enforcement system development projects.
  • 2+ years of test lead experience.
  • Thorough knowledge of testing concepts such as component testing, integration testing, security testing, performance testing, regression testing, acceptance testing.
  • Experience testing back-end batch processes and able to verify/handle the output data files.
  • Ability to read and understand data models and er diagrams. Ability to use SQL to query data.
  • Ability to plan, organize, instruct, and review the work of the testing team.
  • Ability to use MS Office, SharePoint, and Webex tools effectively.
  • Ability to communicate (orally and written) effectively with technical, and non-technical staff, customers/stakeholders (state and federal) and executives.

PREFERRED SKILLS:

  • Experience with Microsoft Team Foundation Server (TFS) and Microsoft Test Manager.
  • Understanding of agile or iterative software development methodologies.
  • Experience with selenium automated testing tool.

REQUIRED EDUCATION:

  • BS Degree

Responsibilities:

DAILY DUTIES / RESPONSIBILITIES:

Report to the Functional Lead to monitor and support the execution of all testing phases related to system development.

PRIMARY RESPONSIBILITIES:

  • Lead a team of testers to meet the product goals and organizational goals.
  • As a test lead, manage test team activities by assigning tasks, setting priorities and monitoring progress.
  • Proactively report the progress of test execution to the functional lead and project manager.
  • Oversee vendor testing activities to ensure test execution quality and process are being followed.
  • Responsible for conducting weekly release management meetings for the project team.
  • Coordinate code releases for PACSS, SC New Hire and Client Portal applications.
  • Identify areas of improvement and implement changes to enhance the quality and efficiency of the testing activities.
  • Provide guidance, support, and training to the team members, helping them improve their skills and productivity.
  • Provide test reports to management as requested.
  • Work with the State’s Subject Matter Experts (SME) and Business Analysts to develop test scenarios/test cases and test scripts.
  • Perform the role of a tester as needed including test data preparation, test script execution, defect documentation and verifying bug fixes.
  • Participate in functional design sessions.
  • Find and report defects.
  • Perform Regression Tests as needed per the code change impact.
  • Reproduce defects/demonstrate defects to development as needed.
  • Participate and contribute to triage meetings as needed.
  • Provide data analysis and root cause analysis as needed.
  • Participate in the monitoring and reporting of the execution of the System Development Contractor’s performance under the PACSS O&M contract as it relates to all testing phases. This involves working with the System Development Contractor’s tools and appropriately extracting data to produce metrics and reports.
