JOB SUMMARY

The Travis County Tax Office is seeking a new Business Analyst II to join our IT division.
The ideal candidate for this role must have the skills to envision ways to combine multiple data sources into a cohesive, easier-to-use framework, then develop the systems to store and manage that data. They must know how to execute an end-to-end vision for how a design might translate into physical databases, and how to integrate disparate sources of data. Candidates must know how to model and predict changes in the way an organization acquires data could impact the way it uses that data and map out the way data will flow through the various stages of a project. An ideal candidate must also possess exceptional organizational skills. They must be able to take various data sources, business needs, operations competing elements, and projects that they may be working on and assess methods to best meet the customer’s needs.
This position will be eligible for a hybrid work schedule (four telework days and one in-office day per week) following a six-month probationary period. During the first six months on the job, the candidate selected for this role will be required to report to the office in-person. The purpose of this probationary period is to get new employees acquainted with the office environment, colleagues, and department-wide policies and procedures.

EDUCATION AND EXPERIENCE:

Bachelor’s degree in Computer Science, Information Systems, Business Administration or a directly related field AND three (3) years of relevant work experience;
OR,
Any combination of education and experience that has been achieved and is equivalent to the stated education and experience and required knowledge, skills, and abilities sufficient to successfully perform the duties and responsibilities of this job.

LICENSES, REGISTRATIONS, CERTIFICATIONS, OR SPECIAL REQUIREMENTS:

Valid Texas Driver’s License.

KNOWLEDGE OF:

  • Policies, practices, procedures and terminology of assigned function.
  • Federal, State, Local and County applicable laws, rules, regulations and guidelines.
  • Information technology hardware, software and peripherals as related to assigned function.
  • Existing automated business applications and their relationships to each other and interfaces with other automated systems.

  • Computer equipment to include word processing, spreadsheets, databases and a variety of software packages.
  • May be required to develop knowledge of and adhere to federal and state laws requiring the confidential handling of certain health information.

Responsibilities:

DUTIES AND RESPONSIBILITIES

  • Translates business requirements into databases, data warehouses, data lakes and data streams.
  • Creates and executes an end-to-end vision for how a design might translate into physical databases, and how to integrate disparate sources of data into a unified structured database.
  • Model and predict how changes in the way an organization acquires data could impact the way it uses that data and map out the way data will flow through the various stages of an operations or project.
  • Manage various data sources, business needs, operations competing elements, and projects.
  • Creates procedures to ensure data accuracy and accessibility.
  • Analyzes, plans, and defines data architecture framework, including security, reference data, metadata, and master data.
  • Envision ways to combine multiple data sources into a more cohesive, easier-to-use framework, then develop the systems to store and manage that data.
  • Creates and implements data management processes and procedures to ensure data accuracy.
  • Collaborates with other teams within the organization to devise and implement data strategies, build models, and assess shareholder needs and goals.
  • Research data acquisition opportunities.
  • Develops application programming interfaces (APIs) to retrieve and report on respective data business requirements.
  • Lead as subject matter expert managing difficult and complex database problems.
  • Serves as an enterprise-wide technical expert as well as a functional expert and team lead to Database Administrator positions.
  • Creates and manages Quality Assurance test plans to maintain data integrity across various database environments.
  • Communicates with technical and business owners to help identify opportunities to enhance business operations by designing, implementing, and maintaining data libraries, databases, reports, and dashboards.
  • Other duties as assigned.
