Description:

  • Looking for a Business Case Development Lead to drive the development and management of business case/s across the full range of capabilities that the client will need to procure to modernise their network.
  • Day Rate Contract until September with the potential to extend, located in Sydney with WFH flexibility.
  • Ideally possessing prior experience in market sounding and managing large-scale business cases with strong knowledge of State Government Policies and Procedures in this space.

KEY ACCOUNTABILITIES:

  • Support the Program Director and Program sponsors to develop the implementation program business case, run overall process, gather cost inputs and realisable benefits.
  • Complete detailed cost modelling leveraging inputs from internal/external stakeholders and Vendor solution procurement evaluation processes.
  • Develop the inputs to the business case, cost benefits analysis, program benefits realisation leveraging “Economic & Fin Analysis for projects”. Validate commercials of the preferred vendor solution/s leveraging multiple options for consideration.
  • Assist Program Director with communication to key stakeholders to ensure that business case strategy and assumptions are well understood. This includes articulating scope, assumption, constraints and evaluation methodologies.
  • Presenting business case to program team, key stakeholders and NSW Treasury. Presenting optionality analysis, assumptions and key recommendations.
  • Create, implement and maintain business case strategies, standards, and frameworks across the wider business area. Provide advice on business case development process to ensure a high degree of quality, consistency, and efficiency in approach.
  • Identify areas of opportunity, improvement or efficiencies and collaborate with relevant stakeholders including Group Finance to develop and implement strategies to realise opportunities, improvements, and efficiencies
  • Act as a thought leader, by remaining abreast of changes to infrastructure assurance, frameworks, and regulatory requirements from agencies.

KEY KNOWLEDGE AND EXPERIENCE:

  • Demonstrated experience in leading the development of large scale, complex business cases; and/ or leading a significant business improvement program.
  • Program Planning, scheduling and program Budgeting and Forecasting skills gained from other large programs, program officer and/or large operational technology units
  • Demonstrated ability to lead and manage a team of multi-disciplinary specialists to facilitate their ongoing professional development, maximise performance to deliver diverse and complex operational services.
  • Proven experience using computer related software for the development of strategic business cases (MS Project, Excel, Word, Visio, and PowerPoint).
  • Tertiary qualifications in a relevant discipline (business, commerce and/or economics) or equivalent extensive experience in business case development in a large complex organisation.
  • Proven understanding of the project management lifecycle with specific reference to new product / project implementations and the impact on stakeholders.
  • Experience in research, planning and development of business case and proposal formulation, data analysis methodologies and instruments.

ESSENTIAL REQUIREMENTS:

  • Appropriate Tertiary qualifications in a relevant discipline and/or equivalent experience.
  • Experience in working on large business cases (greater than $150m) involving NSW Treasury (or equivalent state/federal government institutions) or ASX 100 Company business case approvals.
  • Experience presenting to key senior and executive management teams

Develop business cases for the program and project portfolio including effective review and assessment of capital and operating expenditure budgets and help drive program delivery outcomes against agreed strategic plans. Business cases are developed and reviewed in consultation with stakeholders in a challenging environment that contributes to the large scale transformation.
