Description:

Major/Essential Functions
Prepares budgets and associated reports
Knowledgeable of current TTUHSC and federal budgetary processes and references
Provide accurate advice and guidance in memos, audit reports and financial letters
Assures contracting is in compliance with state, federal, and TTUHSC OPs guidelines regarding expenditures and financial reports
Knowledgeable about federal guidelines and requirements and TTUHSC operating policies and procedures (OP).
Identify and report deficiencies to the Program Manager
Follows all TTUHSC accounting, procurement, and purchasing procedures
Reports are in compliance and upon audit are deemed appropriate
Follows grant award financial requirements by developing and maintaining an understanding of Federal and State regulations
Knows federal and state rules and regulations regarding use of grant funds and is able to advise accordingly
Tracks monthly expenditures for all accounts
Reports are timely and accurate
Verifies expenditures and budget balances
Verifications accomplished within established time criteria and within current TTUHSC operating policies and procedures
Verifies invoices with regard to contract type, rates charged, checks all documentation for other charges, does mathematical calculations, calculates retention, prepares voucher/cover letter, and processes for payment by Projects and Grants and Accounting
Verifications accomplished within established time criteria and within current TTUHSC operating policies and procedures
Opens and closes accounts as needed
Responsible for the final financial closeout of assigned funds including final compliance review, correspondence with faculty, and any needed accounting adjustments. Accurately accomplish task. End of fiscal year deadlines are met. All regulations are met
Filing and photocopying as necessary to maintain position’s work flow
Information should be accessible within a reasonable amount of time
Reviews contracts for accuracy and processes through TTUHSC Contracting office and enters invoicing in A/R system
Contracts should be accurate when sent to contracting office and should be entered in A/R system as soon as available
Serves as liaison between management of TCMHCC, TTUHSC Accounting, Purchasing, Sponsored Programs, Accounts Payable, Travel, Purchasing Card departments and other federal and state agencies
Maintain professional and cooperative working relationships and associations with service departments as necessary to accomplish activities
Instructs employees in the use of policies, rules, and purchasing procedures
Training is accurate and reflects current state, federal, TTUHSC and RCH Institute operating policies and procedures (OPs)
Retrieval of documentation to respond to inquiries and audits
Provides expertise and knowledge as requested or acknowledged within 24 hours of receiving request (unless other deadline is provided)
Adhere to all TTUHSCEP policies, procedures and processes
Personally demonstrate, display, and act in accordance with TTUHSCEP values (Service, Respect, Accountability, Integrity, Advancement, and Teamwork)
Required Qualifications
Bachelor’s degree and four years of experience developing or managing programs or projects
Additional job related education may be substituted for the required experience on a year-for-year basis
Preferred Qualifications
Bachelor’s degree in job related field plus three years experience related to the assigned area; OR a combination of education and/or related experience to equal seven years
Knowledge of TTUHSC accounting procedures preferred
Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Access) and budget applications
Suitable experience with office equipment commensurate with the level of this position
