Description:

This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications.
NY HELPS Non-Competitive Minimum Qualifications:
A bachelor’s or higher degree.
It is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status in the future, without having to compete in an examination. 55 B/C Qualifications:

Subsequent 55 B/C Qualifications:

52.6 Transfer Qualifications:
Current New York State employee with one year or more permanent, contingent-permanent or 55b/c service in a position allocated to a Grade 11 or higher and deemed Administrative by the Department of Civil Service may be eligible for transfer under section 52.6 of the Civil Service Law.
70.1 Transfer Qualifications:
Business Systems Analyst Trainee 1 - One year of permanent, contingent-permanent, or 55b/c service in a title Grade 11 or higher determined to be similar by Civil Service.
Business Systems Analyst Trainee 2 - One year of permanent, contingent-permanent, or 55b/c service in a title Grade 12 or higher determined to be similar by Civil Service.

Business Systems Analyst 1 - One year of permanent, contingent-permanent, or 55b/c service in a title Grade 16 or higher and also meet the following special minimum qualifications:

  • A bachelor’s degree* or higher AND two years of professional business analysis experience where your primary duty was performing three of the five following activities:

o Using business analysis techniques to elicit requirements as the foundation for the solution to the organizations business needs (e.g., workshops, focus groups, interviews, observation, brainstorming, surveys/questionnaires, JAD Sessions).
o Using business analysis techniques for the purpose of identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product/service to fulfill the business requirements (e.g., Data Flow Diagram, Business Process Model, Root Cause Analysis, Fish Bone Diagram, Context Diagram, Business Process Flows, or Fit-Gap Analysis).
o Describing in a comprehensive written document what the system, process, or product service must do in order to satisfy the established business requirement; this includes creating, updating, and maintaining documentation through the system development life cycle (e.g., Business Case, Use Case, Business Requirements Document [BRD], Fit-Gap Analysis, Impact and feasibility Analysis, Change Management Analysis).
o Validating requirements throughout the product/system development life cycle (SDLC) including all changes to the processes that would enable an organization to achieve its goals.
o Verifying requirements throughout the product/system development life cycle (SDLC) to ensure they perform to the required specifications and are capable of achieving the design capabilities; this includes developing test plans/scenarios and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, and/or communicating with stakeholders.

70.4 Transfer Qualifications:
Candidates with (1) one year of permanent, contingent-permanent or 55 b/c service at salary grade 11 or higher AND (2) a Bachelor’s degree* with a passing score on either the Professional Career Opportunities (PCO) or the Public Administration Traineeship Transition (PATT) may be considered for a 70.4 transfer to a Business Systems Analyst Trainee 1.

Note: 70.4 candidates must NOT have failed the most recent PCO and/or PATT exam(s).

Responsibilities:

STANDARD DUTIES: The Business Systems Analyst 1 in Strategic
Initiatives for Modernizing Systems (Technology and Innovation) is responsible for
assisting in the definition and development of requirements for
enhancements or changes to business processes, computer
systems and related technologies. In this capacity, the primary

duties may include, but are not limited to:

  • Support end-user proficiency with new systems, programs, and

applications with business units.

  • Work with NYS ITS in implementing new advancements in the

field of system and end-user technical support

  • Determine system efficiency and functionality by liaising with

internal departments and end-users.

  • Work with business units on performing system analysis on

solutions / applications

  • Document all procedures and update them as necessary
  • Work with NYS ITS on tracking priority requests as well as

incidents

  • Gather needed requirements and work with Lead BA on

implementation

  • Keep management up to date on issues and workload
  • Conduct general requirement gathering for the improvement or

automation of processes

or functions.

  • Research and document current or state-of-the-art business

practices and processes and analyzes viability of integration into

agency programs.

  • Relays current system needs and limitations to be addressed

with technology solutions.

  • Participate in the implementation of business systems, interface

changes, and

enhancements.

  • Assist with user acceptance testing of application enhancements.
  • Assist with training on new procedures, software and/or the

creation of procedure

manuals.

  • In coordination with staff from Office of Information Technology

Services (ITS), perform
duties associated with the support, maintenance, and

improvement of NYSDOL computer applications and accounts.

  • Write and execute SQL queries.
  • Develop and use Access databases.
