Description:

THE FOLLOWING ACTIVITIES ARE INCLUDED IN THE JOB FUNCTION:

Lead, direct, and manage the Development, Support, and Maintenance of Business Systems across all departments and business systems within the organization by creating Business Systems Development plans.
Facilitate business requirement definitions, Business Systems Analysis, and Business Process Automation.
Prioritising Business Systems Development objectives to ensure that optimal value is realized from IT projects and service portfolios.
Creates a Business Systems Strategic plan that defines how Business Systems will contribute to the council’s strategic objectives and defines the related costs and risks.
Creates a portfolio of tactical Business Systems Development and Optimisation plans that are derived from the IT strategic plan and actively manages these to achieve specific strategic business objectives.
Assesses the performance of existing Business Systems and Information systems in terms of contribution to business objectives, functionality, stability, and value.
Drive Business Process Automation and Business Information (BI) / Dashboarding initiatives (from conceptualization to implementation) to provide Operational and Executive Level information/reporting to facilitate business decision-making.
Responsible for Business System Continuity / Disaster Recovery plan and testing of the Business Systems DR Solution – leading the end-user’s team in the development, maintenance and testing of end-user’s test plan.
Monitor Business Systems change requests and Monitor/Manage the service delivery of the Strategic Service Providers within the Business Systems environment.
Develop Information Security Frameworks, Policies, Standards and SOPs.
Programme Management and coordination across multiple departments and service providers as part of system development and integration initiatives.

Solid Business Process, Business Information Systems (IS), and project management capability is required – this is NOT a position for an IT Technical person with a technology / IT/server background.
Requires hand-on capabilities to perform Business Analysis and Project Management
Understand IT Governance and Service Management as per COBIT and ITIL.
Capability to deal with a complex and diverse technical and business environment.
Need to be able to provide leadership to business, internal IT function and external Service Providers and align expectations.
Capability to translate Business Requirements into Systems Requirements and manage the delivery of the solution.
Ensure and drive IT’s alignment to business requirements.

QUALIFICATIONS AND EXPERIENCE:

A minimum of a B-Degree (relevant tertiary qualification, specializing in Information Systems (IS), Business Analysis and Project Management), from an accredited educational institution.
MBA in addition to the B-Degree in Information Systems (IS), Accounting, or Engineering

Responsibilities:

Provide inputs to the IT Strategy, governance, sourcing, and resourcing strategy – The formulation of the strategy, the implementation of this strategy through resources (internal and external), and the maintenance of established processes, systems, and procedures once implemented.
Identification and sourcing of Business Systems to meet current and future business needs including Business Process Management, Business process enablement, transformation, Business Process Consulting, and Business analysis for and across multiple business units/departments.
Business Analysis – conducting and facilitating business systems analysis and compile business requirements specification.
Create a portfolio of tactical plans that are derived from the IT strategic plan and actively manage these to achieve specific strategic business objectives as well as assess the performance of existing plans and information systems in terms of contribution to business objectives, functionality, stability, and value.
Consult, guide, and provide input to Department’s Business Plans with respect to Business System Requirements, Business Process Automation, and Systems Optimisation - through hands-on Business Analysis and facilitating Business Process Optimisation.
Enterprise and Systems and Technology Architecture roadmap - definition, formulation, implementation, and maintenance
The development of Business Systems related IT policies to ensure sound IT governance, risk mitigation, and compliance.
Service Provider Performance Management, Service Delivery Management (external), issue resolution, and service integration between multiple external service providers.
Internal Service Delivery Management and Business Stakeholder management including Disaster Recover and Continuity planning, testing, and execution.
Financial management of the Business Systems Operational and Capital budget - forecasting and day-to-day financial control.
Identify continuous improvement initiatives and plans and drive implementation programs across the Business – including systems integration to improve efficiency and effectiveness.
Provide content for the board and executives on current technology capabilities and future directions, the opportunities that system enhancement provides, and what the business must do to capitalize on the opportunities.
Leadership of business departments and external service provides resources to deliver appropriate Business Solutions
Programme Management and coordination across multiple departments and service providers as part of system integration initiatives.
Project and 3rd Party Services Management
Provide input to the Business Continuity Plan, from a systems perspective and is responsible for Business Systems Disaster Recover planning and testing.
REMUNERATION GRADE: D4 – Will be discussed
