REQUIRED QUALIFICATIONS

  • High School Diploma and a Secondary School Diploma in a field related to the position (i.e., Law Enforcement, securities, public administration, land use planning). Equivalency will be considered.
  • Accredited Police Training and/or Basic Peace Officer Training.
  • One (1) year of experience in enforcement, security, or military related experience.
  • Advanced communication skills and excellent presentation skills.
  • Excellent interpersonal skills.
  • Excellent collaborative negotiation and problems solving skills.
  • Advanced knowledge enforcement procedures and tactics (i.e., OC Spray, Baton, Handcuffs, Patrol vehicle).
  • Advanced knowledge of the Municipal Government Act, as well as provincial and municipal policies, procedures, and bylaws.
  • Knowledge of municipal bylaws and regulations.
  • Knowledge of development practices.
  • Knowledge of court procedures.
  • Ability to work effectively and professionally with all levels within the organization and externally.
  • Ability to exercise independence and judgement, while maintaining an enhanced level of confidentiality.
  • Ability to express ideas and concepts effectively and persuasively.
  • Strong customer service orientation and the ability to build positive, productive business relationships.
  • Ability to exercise tact and diplomacy in interpersonal dealings which are difficult, highly sensitive and confidential and may involve exposure to the media or public criticism.
  • Highly developed dispute resolution skills.
  • Ability to analyze and interpret administrative procedures, regulations, legal documents, and legislation.
  • Enhanced knowledge of Microsoft Outlook, Word, Excel, Teams, and PowerPoint.

ASSET QUALIFICATIONS

  • Recent experience in development compliance preferably in an urban municipal environment.
  • Safety Codes Training.
  • Pressure Point Control Tactics (PPCT) Training.
  • One (1) year of experience in enforcement, security, or military related experience.
  • Applied Land Use Planning Certificate.

Responsibilities:

Development Compliance and Enforcement

  • Enforce statutes as appointed and conduct related inspections.
  • Proactively investigate complaints and inquiries in relation to the Community Standards Bylaw for Construction Site Cleanliness, and Traffic Bylaw, including Mud Tracking.
  • Educate the public regarding compliance with the related bylaws.
  • Conduct site inspections as required following acceptable practices and timelines.
  • Issues warnings, orders, and tickets for non-compliance in accordance with City procedures.
  • Prepare files and court briefs, as well as give evidence in court.
  • Support Planning and Development with compliance of Land Use Bylaw and Business Licence Bylaw by delivering stop orders, issuing tickets, and accompanying staff for complex development-related site investigations.
  • Collaborate with Planning and Development staff on compliance issues guided by multiple bylaws e.g., noise and nuisance.
  • Work with property owners and businesses to bring properties into compliance.
  • Coordinate enforcement and compliance efforts with internal City and provincial departments.
  • Maintain files and records related to violations; prepare a variety of written reports, memoranda, and correspondence.

Partner Relations

  • Assist stakeholder departments and the development community to understand City bylaws and the enforcement process.
  • Proactively meet and develop relationships with builders operating within the City.
  • Maintains positive public relations and develops, plans, and implements community safety, education, and enforcement programs
  • Attend meetings with various partners as a representative of the City, focusing on compliance (i.e., Chamber of Commerce or the Canadian Home Builders Association - Edmonton Region).
  • Coordinates efforts with other community professionals such as police officers, court officials, peace officers, and safety codes officers.
  • Act as a compliance specialist in providing information to other service areas regarding processes and requirements.

Other Duties

  • Performs city patrol on foot, by bicycle or vehicle enforcing non-moving municipal traffic bylaws and other city bylaws and regulations, including the identification and removal of homeless encampments (when necessary)
  • Responds to calls for service under municipal legislation including animal control (when necessary).
  • Performs administrative duties associated with court time preparation and appearances in court.
  • Responds to RCMP requests for services for non-injury motor vehicle collisions or other support.
  • Understand and adhere to City policies, procedures, and standards, whether written or implied, as amended from time to time.
  • Contribute to a positive safety culture by always acting in a safe manner and complying with City safety policies and procedures for staff and contractors.
  • Perform other job-related duties.
