Chef, Économie de la santé et étude des résultats thérapeutiques
Le chef, Économie de la santé et étude des résultats thérapeutiques a les responsabilités suivantes :
Diriger la planification, l’élaboration, la mise en œuvre et la communication de stratégies et de tactiques pertinentes et novatrices fondées sur des données concrètes en économie de la santé, à l’appui de la proposition de valeur concernant les produits de notre compagnie.
Quantifier les bienfaits cliniques des produits de notre entreprise en termes économiques qui sont probants pour les payeurs, les agences d’évaluation des technologies de la santé (L’Agence canadienne des médicaments et des technologies de la santé et Institut national d’excellence en santé et services sociaux ) et l’Alliance pancanadienne pharmaceutique.
Élaborer et mettre en œuvre des données concrètes, des études épidémiologiques, des études d’observation et voir à l’inclusion, dans les programmes d’études cliniques d’envergure mondiale ou locale, de facteurs économiques de la santé et de résultats rapportés par les patients, et/ou formuler des recommandations à cet égard.
Préparer, soumettre et présenter des preuves et des analyses de nature économique aux fins d’inscription sur les listes de médicaments (fédérales, provinciales et privées) et pour l’Alliance pancanadienne pharmaceutique pour obtenir, maintenir et étendre l’accès au marché des produits oncologiques nouveaux et existants de notre entreprise.
Collaborer avec les autres fonctions de remboursements (Tarification, Politique, Planification de l’accès, Accès du personnel en territoire) à l’échelle locale ou mondiale, les soutenir et s’aligner avec elles dans l’élaboration et la mise en œuvre de la stratégie d’accès et de tarification.
Agir à titre de membre d’équipes commerciales et médicales et trouver des occasions de coopérer avec des collègues d’autres fonctions afin d’atteindre les objectifs de la marque.
Offrir une expertise en matière d’économie de la santé, d’observation d’études et du contexte réglementaire de remboursement au Canada à divers groupes au sein de notre entreprise, que ce soit à l’échelle locale, régionale ou mondiale.

Manager, Health Economics Outcomes Research
The principal functions of the Manager, Health Economics & Outcomes Research are:
To lead the planning, development, implementation, and communication of innovative and relevant health economic and real-world evidence strategies and tactics in support of the payer value proposition for our Company’s products.
To quantify the clinical benefits of our Company’s products in economic terms that are meaningful to Health Technology Assessment Agencies (Canadian Agency for Drugs and Technologies in Health and the Institut national d’excellence en santé et services sociaux), payers and the pan-Canadian Pharmaceutical Alliance.
To make recommendations regarding and/or develop and implement real world evidence, epidemiological studies, observational studies and the inclusion of health economic and patient-reported outcome measures in global or local clinical trial programs.
To prepare, submit and present economic evidence and analyses to (federal, provincial, private) formularies and pan-Canadian Pharmaceutical Alliance in order to gain, maintain, and expand market access of our Company’s new and existing oncology products.
To partner, assist and align with other reimbursement functions (Pricing, Policy, Access Planning, Field Access) locally and globally in the development and execution of the access and pricing strategy.
To sit on commercial and medical teams and identify opportunities to work collaboratively with cross-functional colleagues to deliver on brand objectives.
To provide expertise regarding health economics, outcomes research and the Canadian reimbursement environment to groups within our Company at the local, regional or global level.

EXPERIENCE:

A minimum of two to four years relevant work in Health Economics and/or Outcomes Research.

KNOWLEDGE:

Health Technology Assessment (pan Canadian Oncology Drug Review / the Institut national d’excellence en santé et services sociaux / Common Drug Review) and pan-Canadian Pharmaceutical Alliance requirements and processes in Canada.
Payer needs and requirements (public and private) for reimbursement of pharmaceuticals.
Healthcare Policy and Drug Plan developments in Canada.
Pharmaco-economic principles / guidelines and methodological developments.
Specific experience with Markov and Partitioned-survival models.
International health economics and outcomes research trends and best practices.
General comprehension of statistical methods and tests.

EDUCATION:

Master’s degree in Epidemiology, Health Administration, Health Economics, Economics, Drug Development Program or related field.

SKILLS:

Strong business acumen and project management skills.
Strong communication and presentation skills.
Flexible and adaptable to changing needs and timelines.
Mastery of Microsoft Office, particularly Excel.
Experience with Visual Basic is an asset.
Experience with Hero3 is an asset.
Language: Bilingual (French / English), written and oral

Responsibilities:

Work with global and/or external agencies to develop innovative pharmaco-economic models and real-world evidence strategies to reflect the value of our Company’s oncology products.
Provide extensive assistance during pan-Canadian Pharmaceutical Alliance negotiations related to pharmaco-economic considerations and reassessments.
Develop pharmaco-economic reports for Canadian Agency for Drugs and Technologies in Health and the Institut national d’excellence en santé et services sociaux submissions.
Develop Budget Impact Analyses as per payer requirements, working closely with field access team.
Develop economic protocols / proposals in collaboration with internal (e.g. Medical department) and external (e.g. academic, research organizations) experts.
Prepare abstracts / manuscripts of study results for publication / presentation.
Customize technical data into compelling messages in the format required and appropriate for local stakeholders.
Maintain relationship with health economic community and health economics opinion leaders.
