Vancouver Coastal Health is looking for a Chief Clinical Planner, Major Redevelopment and Expansion Projects to join the team.
Reporting to the Vice President – Vancouver Community, and within the leadership of the Executive and Project Steering Committees, the Chief Clinical Planner works in partnership with the Chief Project Officer & Executive Director of the designated Community of Care (CoC), in the planning, coordination and delivery of the Major Redevelopment & Expansion Project(s), as well as other redevelopments and capital projects across the designated portfolio area. For Vancouver Community, this will include the building of new Community Health Centres, Substance Use Services and the Long-Term Care rejuvenation and redevelopment plan.
This role oversees the integration of clinical support service planning components such as Facilities, Clinical Equipment and IT; space requirements in functional programs and master plans guiding design development of new construction from a clinical perspective; provides Change Management leadership through the development of change management strategy and planning; operationalizes new practices and work processes; and facilitates and guides stakeholder engagement to inform/translate to the facilities build. Deliverables include a focus on a patient centered model of care based on best practices, and employ the principles of standardization, reducing duplication and leveraging resources. Leads and oversees the coordination of strategic project and operational planning through close collaboration with internal & external stakeholders, public and private partners, physicians, Partnership BC, clinical leadership teams, consultant teams, senior VCH leadership and community representatives. Supports the CPO in project planning and coordination of major planning streams are reflected in the redevelopment strategy, initiative and operational goals.

EDUCATION & EXPERIENCE
- Master’s degree in business, health care administration or related field plus a clinical background in a related health care discipline; (10) years recent related experience in progressively more complex leadership roles, including health care planning; demonstrated experience in leading complex projects and service delivery initiatives, or an equivalent combination of education, training and experience.
KNOWLEDGE & ABILITIES
- Advanced project management skills including demonstrated effectiveness in planning and coordinating major projects from conceptual design. Broad knowledge of the planning and construction processes associated with facilities development.
- Comprehensive knowledge of project planning cycles, including stakeholder engagement, business case development, project and funding approvals, procurements, clinical planning, change management, implementation, deficiency resolution, evaluation.
- Demonstrated ability to create and execute strategic communication plans to the Ministry of Health, VCH executives and stakeholders.
- Comprehensive knowledge of patient care delivery systems in Community and Long-Term Care settings including knowledge of professional practice, nursing standards and application of standards to clinical design.
- Ability to understand and utilize administrative and decision support reports and research information related to clinical care and practices, including quality improvement practices.
- Ability to provide leadership, guidance and direction to others including staff and contractors and to work effectively as part of a team.
- Demonstrated ability to negotiate with a wide variety of stakeholders.
- Comprehensive knowledge of health care and relevant government procedures, standards, and requirements.
