Responsibilities:

The Virginia Department of Historic Resources is the State Historic Preservation Office (SHPO) in Virginia. As the SHPO, DHR administers a number of federal programs. DHR is also a state agency in the Natural and Historic Resources Secretariat. DHR fosters, encourages, and supports the stewardship and use of Virginia’s significant architectural, archaeological, and historic resources as valuable assets for the economic, educational, social, and cultural benefit of citizens and communities. The Department of Historic Resources (DHR) is seeking an experienced Chief Financial Officer to provide budgetary, financial and administrative direction to the agency. The successful applicant will have experience planning, organizing, directing, and evaluating financial activities within a state agency to ensure that agency mission, goals and objectives are accomplished in an effective and efficient manner; provide executive leadership and strategic direction in the development and execution of the agency’s budget, accounting operations, procurement and contracting; advance the Commonwealth’s Historic Resource programs through the responsible direction and management of short- and long-range planning of resources; function as a member of the Senior Team to support the Agency Director in direct interaction with a broad constituency of high-level public executives, legislators, and the general public in the development and implementation of agency policy initiatives.

Core technical competencies include:

  • Extensive experience in fiscal processes and procedures, as well as agency budget development, and ability to direct these activities.
  • Experience demonstrating comprehensive knowledge of the operation of Virginia state government.
  • Experience demonstrating extensive knowledge of Cardinal Financials and Cardinal HCM, and extensive experience keying transactions into Cardinal Financials and Cardinal HCM is required.
  • Experience demonstrating operations of the Commonwealth of Virginia state agency budget development, approval and management with a demonstrated understanding of the operations of the Department of Planning and Budget and of the Auditor of Public Accounts.
  • Experience demonstrating knowledge and experience of all fiscal and accounting operations in Cardinal, state policies and procedures, and compliance requirements.
  • Experience demonstrating comprehensive knowledge of general accepted accounting principles (GAAP).
  • Experience utilizing Cardinal to demonstrate knowledge of complex financial structures, including revenue, expenditures, allotments, appropriations, assets, grants management and procurement.
  • Extensive experience demonstrating of knowledge of all aspects of performance management, including the ability to lead and manage a team of professionals in diverse financial and administrative functions, evaluate staff performance and provide guidance to address any identified deficiencies.
  • Successful candidates are required to have demonstrated extensive knowledge and experience in management principles and managing multiple fiscal staff.
  • Successful candidates are knowledgeable in strategic planning and have experience demonstrating comprehensive knowledge of organizational strategic planning principles and processes, program evaluation and analysis.
  • Experience demonstrating comprehensive knowledge of organizational risk management and continuity of operations planning principles and processes.
  • Experience demonstrating the ability to effectively interact, build collaborative relationships, and gain consensus from diverse groups with varying agendas including senior elected officials, stakeholders, and the general public.
  • Experience demonstrating ability to make quality, timely decisions, sometimes with incomplete information, based upon experience and sound judgment, and to handle diverse, unusually complex, and sometimes sensitive situations.
  • Experience demonstrating the ability to use independent judgement in the interpretation and analysis of rules, regulations, policies and procedures.
  • Experience demonstrating the ability to work effectively with agency management, employees, central agency management and staff, auditors, and agency clients.
  • Experience demonstrating comprehensive knowledge of grants administration, including experience with required grant reporting, accounting of grant expenditures and agency use of grants funds.
  • Experience demonstrating comprehensive knowledge of procurement and contracting principles and processes.
  • Experience demonstrating extensive knowledge of Virginia state agency budget development and execution, accounting operations, directing strategic planning and Virginia state agency procurement and contracting is required.
