JOB SUMMARY
The Australian Electoral Commission (AEC) is accountable for maintaining an impartial and independent electoral system for eligible voters through active electoral roll management, efficient delivery of polling services, and targeted education and public awareness programs.
The Enterprise Transformation Group (ETG) is focused on providing high level advice and leadership in the design, development, and implementation of secure, contemporary IT services and solutions, and delivering a modernisation agenda that will see the AEC transition away from legacy election and roll management systems onto contemporary, citizen centric and secure solutions.
The Enterprise Transformation Group consists of two Divisions:
- Chief Information Officer Division (CIOD), and
- Enterprise Strategy and Transformation Division (ESTD).
The ETG is committed to establishing and maintaining a high performing and positive workplace culture.
The Chief Information Officer (CIO) is responsible for the successful delivery of the Election Systems Modernisation Program (Indigo Program) and all other ICT functions and activities.
The AEC values respectful leadership. The CIO operates in a fast paced, dynamic environment, working closely with the Senior Responsible Officer, First Assistant Commissioner, ESTD and Assistant Commissioners (ACs) as part of the ETG senior leadership team to ensure the Group’s strategic objectives are met.

AGENCY PURPOSE
The Australian Electoral Commission (AEC) is an independent statutory authority established by the Australian Government to maintain an impartial and independent electoral system for eligible voters through active electoral roll management, efficient delivery of polling services, and targeted education and public awareness programs.
ABOUT THE ROLE
The responsibilities of the Chief Information Officer will include (but is not limited to) the following:
- Provide strategic leadership, management, advice and guidance across CIOD to ensure the services required by the agency and staff are delivered in the most effective, efficient and contemporary way.
- Provide high quality specialist advice on business process transformation, ICT solutions, operations and governance to AEC Executive Leadership Team, Senior Responsible Officer and staff.
- Identify and manage organisational ICT risks and ensure governance frameworks and reporting systems are in place to deliver ICT services and projects within budget, on- time and are governed in an appropriate manner.
- Ensure ICT systems compliance with the Information Security Manual (ISM), Protective Security Policy Framework (PSPF) and all relevant AEC policies.
- Drive strategic relationships and engagement with vendor delivery partners to promote alignment between AEC requirements and vendor products and services.
- Represent the AEC in meetings with other APS agencies, private sector stakeholders and at Parliamentary Committee hearings.
- Provide strategic oversight of Indigo Program in collaboration with the broader ETG, the Program leadership and the AEC Executive Leadership Team to deliver on Indigo Program ambition, outcomes and objectives.
- Manage the technical assurance functions of the Indigo Program, working closely with the FAC ESTD and AEC business areas to ensure that products and services meet the needs of the AEC, electors and other key stakeholders.
- Lead effective technical delivery practices within the Indigo Program in alignment with organisational frameworks and drive continuous improvement in delivery performance.
