Planned Parenthood of Maryland (PPM) is a not-for-profit family planning agency that provides high-quality, affordable reproductive health care for women, men, and teens. We help individuals make informed decisions about their reproductive health, family planning options, and sexuality.
Under the direction of the CEO/President, the Chief Medical Officer (CMO) ensures medical practices are in place to support highest quality, cost-effective and efficient clinical services. The CMO is responsible for the implementation of medical standards and guidelines in compliance with Planned Parenthood Federation of America (PPFA) and regulatory agencies, provides direct patient care and acts as consultant to clinical staff in core services and specialty services, and serves as a member of the PPM Leadership Team. Work may be performed directly by the CMO or delegated as appropriate.

EDUCATION AND EXPERIENCE REQUIREMENTS:

  • Must be a graduate of an approved medical school and licensed to practice in the State of Maryland.
  • Must be Board certified or Board eligible for certification by the American Board of Obstetrics/Gynecology, American Board of Family Medicine, or in other applicable medical specialty.
  • Minimum of six (6) years of related or applicable experience as Medical Director or Chief Medical Officer.
  • Specialized training in the areas of reproductive health, abortion, gynecology, epidemiology, and public health.
  • Local hospital staff affiliation highly preferred.

OTHER KNOWLEDGE, SKILLS, ABILITIES, AND LICENSES:

  • Knowledge: Principles, practices, and methods of modern medical practitioner techniques specializing in obstetrics/gynecology, family medicine, or other applicable medical specialty.
  • Skill: Ability to read, analyze and interpret technical procedures or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of clients. Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form. Interpersonal and communication skills required with ability to maintain open lines of communication. Leadership skills are also essential for this position. Computer skills including Microsoft Office proficiency.

  • Physical Demand: Ability to lift 25 pounds for the occasional need.

  • Mental Demand: Use of acquired knowledge and experience, problem solving skills, organizational skills, judgment, and tact. Must be able to function efficiently in a fast-paced environment despite distractions and interruptions.

  • Licenses: Possession of a valid State of Maryland License as a physician, DEA number, and Maryland CDS. Possession of a motor vehicle operator’s license and willingness to use personal vehicle in the course of employment.
  • OSHA Category: This position performs tasks that involve exposure to blood, body fluids, or tissues. All employees are required to have Rubella immunization and Tuberculosis screening as a condition of employment, with annual Tuberculosis testing thereafter; all employees are offered the opportunity to receive the Hepatitis B immunization at any time at no charge.

Responsibilities:

JOB RESPONSIBILITIES:

  • Serve as Director of, or supervise the appointed Director, of all clinical programs including Abortion (Medical & Surgical), Breast- Basic, Colposcopy, LEEP, Men’s Health, Menopause, Pregnancy Complications, Reproductive Health Conditions, Sedation- Minimal and Moderate, Ultrasound Services.
  • Assist in the planning, implementation, administration and evaluation of all affiliates clinical programs and services in partnership with the Chief Operating and Advancement Officer (COAO) or designee:
  • Develop and modify programs/services in accordance with current community needs, agency goals and objectives as well as fiscal/administrative directives.
  • Seek opportunities for collaborative community partnerships.
  • Provide oversight for the agency’s provider credentialing.
  • Work with the Chief Operating and Advancement Officer (COAO) to establish productivity goals and ensure quality.
  • Supervise PPM’s Clinicians/Physicians and sign off on the clinician credentialing process; approves privileges for clinicians and physicians. Actively recruit and screen Clinicians and Physicians. Provide clinical approval of candidates prior to hire in partnership with the Vice President of Organizational Development and the COAO or designee. Evaluate the clinical competence of clinician/physician staff at least annually.
  • Oversee training of new Clinicians/Physicians.
  • Supervise ongoing training to clinician staff for Medical Standards & Guidelines, new or changed protocols, devices, or equipment. Seeks PPFA approvals on waivers.
  • Periodically review training of non-clinician health center staff to ensure accuracy of medical components (lab training, counseling information, policy, and protocols).
  • Hold all Clinicians/Physicians accountable to specific measurable customer service standards (e.g., through annual performance monitoring and implementing corrective action plans when customer service expectations are not being met). Personally, models customer service standards.
  • Assure compliance with medical standards and guidelines, laws, and regulations of federal and state agencies as well as PPFA. Research and write policies and procedures as needed to implement guidelines and regulations.
  • Consult with the PPM Clinicians/Physicians on appropriate medical management of patients.
  • Initiate arrangements for emergency follow up of patients in conjunction with Operations when needed.
  • Ensure occurrence reporting is done in a timely manner, and in accordance with PPFA and ARMS regulations.
  • Oversee the annual clinical quality assurance activities to ensure that the mix of activities being reviewed targets appropriate and significant areas of PPM clinical activity. Perform, or delegate the performance of, required clinical quality assurance activities including clinician, chart, and site reviews.
  • Assess and make recommendations concerning potential research opportunities. Supervise research projects, as necessary.
  • Participate in operational and strategic planning processes for PPM, as requested.
  • Provide direct care for family planning clinical services and surgical services.
  • Serve as consultant to clinicians, and as appropriate and/or necessary for staff training.
  • Direct policies and procedures regarding pharmaceuticals, formularies, and medical equipment.
  • Support health center efforts to achieve established revenue cycle goals.
  • Serves as programmatic liaison for resident, fellowship, and medical student rotations through PPM clinical practices.
  • Serve as the medical director for the laboratory.

OTHER DUTIES:

  • Participate in organizational Leadership Team meetings.
  • Participate in Clinical Services Management meetings to assure agency medical services are provided in a manner consistent with standards and guidelines of PPFA.
  • Periodically (at least twice annually), lead clinician/physician meetings to disseminate information and / or provide training to and expand skill of clinicians/physicians.
  • Attending PPM Board of Directors meetings, when required. Serve as staff liaison to Board Committees, as required and/or appropriate.
  • Act as agency spokesperson when requested by CEO/President, the Communications department, the Development department, or PPFA.
  • Represent PPM at local, state, and national conferences, as appropriate
  • Perform other duties as requested by CEO/President.
