QUALIFICATIONS

Basic Requirements:

  • English Language Proficiency. In accordance with 38 U.S.C. 7403(f), no person shall serve in direct patient care positions unless they are proficient in basic written and spoken English.
  • Graduate of a school of professional nursing approved by the appropriate accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing (ACEN) or The Commission on Collegiate Nursing Education (CCNE); OR Individuals attending a master’s level bridge program in nursing who have completed coursework equivalent to a bachelor’s level degree in Nursing may have opportunity to become registered as a nurse with a state licensing board prior to completion of the bridge program. Upon achievement of a State license, the individual may be appointed on temporary basis and later converted to a permanent appointment upon successful completion and graduation from the bridge program. (Reference VA Handbook 5005, Appendix G6); OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active, and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing to warrant an appointment as a Nurse who has completed an associated degree/entry level Nursing education program. Credit for foreign nursing education higher that associate degree/entry level requires a formal degree equivalency validation from a recognized equivalency evaluation accepted by VA such as International Consultants of Delaware (ICD).
  • Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia. Graduate Nurse Technician (GNT) Exception: Candidates who otherwise meet the basic education requirements, but do not possess the required licensure, may be appointed at the entry step of the grade and level applicable to the completed nursing education as a GNT on a 120-day temporary appointment while actively pursuing licensure (may be extended up to two years on a case-by-case-basis.)

NOTE: Grandfathering Provision - All persons currently employed in VHA in 0610 series and performing the duties as described in the qualification standard on the effective date of the standard (1/29/2024) are considered to have met all qualification requirements for the grade held including positive education and licensure/certification.
Preferred Experience: 3 or more years of senior nursing leadership experience at the Associate Director for Patient Care Services/Chief Nurse Executive level. Experience with or in facilities recognized in Nursing Excellence.

The following Scope, Education and Dimension criteria must be met to qualify for Nurse V:

  • Scope: Practice of an executive nature, comprised of complex leadership and administrative components, associated with critical health care issues and activities that drive meeting the organizational mission, health care and policy.
  • Education: Master’s degree in Nursing (MSN) and 5 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse IV and meets all dimension requirements for Nurse V; OR Master’s degree in a *related field with a BSN and 5 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse IV and meets all dimension requirements for Nurse V; OR a Doctoral degree in Nursing and 4 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse IV and meets all dimension requirements for Nurse V; OR a Doctoral degree in a *related field with a BSN and 4 years of professional nursing experience, one of which is specialized nursing experience equivalent to Nurse IV and meets all dimension requirements for Nurse V. *Note: Foreign education programs/degrees are not creditable as related degrees.
  • Dimension Requirements:

  • Professional and Social Responsibility. Sets the standard for a culture of holistic care, health advocacy and health equity. Applies ethical principles in decision-making at the organization or enterprise level. Advances nursing knowledge through health science research and the translation and dissemination of evidence into practice to maximize the value to Veterans, the community, and the health care industry.

Physical Requirements: This position requires potentially long periods of continued walking and standing. The incumbent must be a mature, flexible, sensible individual capable of working effectively in stressful situations, able to shift priorities based on patient needs. The position may require long periods of sitting thought meetings and/or at the computer. The position may require extensive travel both regional and national. Must complete annual Employee Health requirements, such as annual TB screening or testing, as a condition of employment.

The Chief Nursing Officer (CNO) is the top executive for nursing and the delivery of patient care, and a key member of the senior executive leadership team that leads the organization in strategic planning, organizational assessment, program development and evaluation, and policy development, evaluation, policy development and execution and drives successful outcomes and growth in organizational performance. The CNO role is dedicated to advancing health by providing expanded access to care with an unmatched focus on quality, safety, and exceptional service. Practice of an executive nature requires strong leadership qualities to drive complex clinical and quality responsibilities along with administrative components, associated with critical heath care issues and activities that influence the organizational mission, health care practice & delivery, and policy.
The CNO leads the regional healthcare markets in the continuous and timely availability of quality nursing and clinical services. He/she is the chief spokesperson for nursing and patient care delivery and is the catalyst for the integration and collaboration of nursing/quality with other professional disciplines and functional areas in the mutual achievement of patient-centered and enterprise goals. He/She champions a High Reliability Organization with a culture of safety founded on a proactive systems-oriented approach to developing health care solutions with collective mindfulness. Programmatic oversight for services in addition to the nursing workforce and may include other clinical programs based on the regional market organizational structure.
Successful candidate has programmatic oversight for Nursing services; establishes Professional Standards for Nursing Practice across all levels of care including Veteran Centered Care, Social Work, Care and Case Management, Nursing Informatics and Research. Success will require Strategic Recruitment & Retention & Development of the Nursing Workforce, education of Intra-professional trainees, & promotion of growth & development opportunities and maintenance of strong Affiliate relations. Responsibilities include ensuring appropriate use of resources including human capital; financial; supplies, space and equipment; standardizing Nursing Boards across the VISN; advancing the practice of Infection Control, Occupational Health & Whole Health. A successful candidate is committed to advancing Diversity, Equity & Inclusion goals, Innovation as well as advancement of new healthcare delivery models and technology.
The CNO will lead the practice of nursing within the regional network in alignment with the Office of Nursing Services strategic direction for the full continuum of the nursing workforce. VISN CNOs have the responsibility to develop the regional market nursing workforce strategies to ensure a strong nursing workforce that is prepared to meet the four statutory missions of the Veterans Administration. The CNO elevates the role and reputation of nursing locally, regionally, and nationally by establishing relationships with nursing schools and professional organizations to draw talent to the VA, evolve practice models for RNs, NPs, and CRNAs to transform health care and clinical processes and, provide oversight for regulatory, licensure and accreditation requirements related to all aspects of nursing including nurse trainees & social work.

As the clinical triad for the VISN with the Chief Medical Officer (CMO) and the Quality Management Officer (QMO), the CNO will:

  • Advance health by providing expanded access to care with a focus on quality, safety, and exceptional service,
  • Commit to delivering safe, high-quality, Veteran-driven care, and offering clinical expertise, innovation, and cutting-edge technology and research to Veterans,
  • Advance the standardization for the implementation of Veteran health care and well-being, reduce unnecessary clinical variation, based on the utilization of best practices supported by research and evidence-based care,
  • Oversee the strategy and architecture of clinician redesign efforts in coordination with healthcare systems in their regional markets and care delivery sites; and,
  • Design and execute new models of care to assure the most efficient use of resources including trainees.
