Description:

POSITION SUMMARY

This position is responsible for overseeing and managing all utility operations of electric power transmission, including transmission operations, design and construction, maintenance, system engineering and protection, and control center operations.

KNOWLEDGE, SKILLS & ABILITIES

  • Knowledge of using computer systems, which may include setting up and using hardware and software programs, entering data or processing information.
  • Knowledge of generally accepted accounting principles, internal control concepts, and computerized accounting systems.
  • Knowledge of principles and processes for providing customer service.
  • Skilled in monitoring and managing performance.

MINIMUM QUALIFICATIONS - (EDUCATION, EXPERIENCE)

  • Bachelor’s Degree in a related field.
  • Master’s Degree preferred.
  • Fifteen (15) or more years of experience, including ten (10) years or more in senior level management positions.

Responsibilities:

ESSENTIAL DUTIES & RESPONSIBILITIES

  • Oversee the Cooperative’s electric power transmission functions including operations, capital planning, development, and resiliency.
  • Design and implement business strategies and plans that support the Cooperative’s strategic initiatives across all business areas.
  • Develop short and long term operational and planning strategies and provide direction to each business unit or department.
  • Ensure that the Cooperative’s mission, vision, values and strategic initiatives are cascaded throughout the organization.
  • Monitor and measure organizational performance against strategic initiatives.
  • Manage, maintain and improve employee morale.
  • Maintain compliance with NERC bulk electric system standards, including but not limited to Operations and Planning, and CIP (Critical Infrastructure Protection) reliability standards, and any emerging regulations.
  • Serve as a key Cooperative representative with regulatory agencies, including North American Electric Reliability Corporation (NERC), Federal Energy Regulatory Commission (FERC), Public Utility Commission of Texas (PUCT), the Electric Reliability Council of Texas (ERCOT), and Texas Reliability Entity (Texas RE). Maintaining a positive and cooperative relationship.
  • Ensure that the Cooperative meets its financial objectives by business unit.
  • Set comprehensive and measurable goals for each business unit.
  • Establish operational policies that promote the Cooperative’s culture and vision.
  • Lead the transmission operations team to encourage maximum employee performance and dedication.
  • Evaluate performance by analyzing and interpreting data and metrics.
  • Spearhead the development, communication and implementation of effective growth strategies and processes.

  • Provide timely reports on the business to the Chief Executive Officer and the Board of Directors.
  • Assist the Chief Executive Officer in managing and protecting the Cooperative’s image and brand.
  • Serve as the internal focal point for all business-related activities for Transmission Operations, Engineering, Safety and Support Services.
  • Ensure that the transmission operations management team is working in a cohesive manner to implement the Cooperative’s strategic initiatives.
  • Plan and prioritize customer, employee and organizational requirements.
  • Maintain and monitor staffing levels to fulfill organizational requirements.
  • Maintain relationships with key external stakeholders and local municipal entities.
  • Exercise financial controls to ensure adherence to established budgets.
  • Collaborate with the management team to develop and implement plans for the operational infrastructure of systems, processes and personnel designed to accommodate the rapid growth objectives of the Cooperative.
  • Motivate and lead a high-performance management team.
  • Develop policies to attract, recruit and retain members of the senior leadership team.
  • Foster a success-oriented, accountable environment within the Cooperative.
  • Benchmark and implement best practices in the electrical distribution industry.
  • Meet with Board of Directors and committees.
  • Supervise the work of office, administrative or customer service employees to ensure adherence to quality standards, deadlines and proper procedures, correcting errors or problems.
  • Provide employees with guidance in handling difficult or complex problems and in resolving escalated complaints or disputes.
  • Implement corporate and departmental policies, procedures and service standards in conjunction with management.

  • Develop programs and procedures that provide for the internal review and audits of procurement and payment transactions to ensure full compliance and accurate financial reporting.
  • Direct the design of processes and procedures that provide for appropriate separation of duties and checks and balances to ensure full disclosure and integrity of all financial processing procedures.
  • Discuss job performance problems with employees to identify causes and issues and work to resolve problems.
  • Teach and instruct employees in job duties and company policies or arrange for training to be provided.
  • Evaluate employees’ job performance and conformance to regulations and recommend appropriate personnel action.
  • Recruit, instruct and supervise subordinates.
  • Interpret and communicate work procedures and company policies to staff.
  • Maintain the security of confidential information

SUPERVISORY AND/OR LEADERSHIP RESPONSIBILITIES

A full range of supervisory activities, training, evaluation, counseling and recommendation for termination. This includes, but is not limited to, effectively communicating organizational policies and other information to subordinates, ensuring that employees have a clear understanding of their responsibilities.
