SAIC is seeking CI Analysts at all levels of experience (Junior through Senior and SME) to support the United States Army Pacific Command (USARPAC) Task Order (TO) in Honolulu, HI. We are currently assembling our team of experienced professionals with a broad range of intelligence, operations, planning, data, training, and logistics solutions on an enterprise scale to advance technical capabilities and maximize the effectiveness of USARPAC programs, operations, and partnerships throughout the USARPAC Area of Responsibility (AOR).
The CI Analyst plans, develops, manages, and supports CI Mission analysis and provides guidance to mission staff on what they are looking for. Writes CI reports and engages with customers. Applies intelligence analysis techniques against CI metadata collected from foreign communications systems in order to identify, locate and track CI targets, and to accurately report the intelligence gained from geospatial metadata analysis to CI customers. Performs analysis of CI metadata for the purpose of improving the geolocation, contact chaining, and additional communications characterizations of targets of interest.

EDUCATION REQUIREMENTS:

  • Junior - Bachelors degree and two (2) years’ experience; Four (4) years’ additional experience may be accepted in lieu of degree.
  • Senior - Bachelors degree and five (5) years’ experience; Four (4) years’ additional experience may be accepted in lieu of degree.
  • Principal - Bachelors degree and nine (9) years’ experience; Four (4) years’ additional experience may be accepted in lieu of degree.
  • Senior Principal - Bachelors degree and fourteen (14) years’ experience; Four (4) years’ additional experience may be accepted in lieu of degree.
  • Chief - Bachelors degree and eighteen (18) years’ experience; Four (4) years’ additional experience may be accepted in lieu of degree.

CLEARANCE REQUIREMENTS:

  • Must possess an active Secret security clearance with the ability to obtain a TS/SCI clearance; US Citizenship required.

REQUIRED SKILLS:

  • Command or joint level experience for Senior or SME hires
  • Post graduate degree in associated field of study for Senior or SME hires

Responsibilities:

  • Analyzes CI content and metadata to support the development of existing targets and the discovery of other analytic vectors through the reconstruction and documentation of target communications networks.
  • Supports strategic and tactical intelligence organizations, developing, refining, and producing geo-locational data to support the development of various intelligence reports.
  • Performs intelligence operations according to regional lines of effort 24 hours a day, seven days a week, 365 days a year (24/7/365) if required due to exercises, contingencies, and crises. Provide intelligence in support of MDTF, JPMRC, and Operations Pathways.
  • Provides senior CI intelligence representation and/or technical expertise to support across all regional lines of effort and functional teams to ensure shared situational awareness, implement best practices, and identifies trans-regional trends and/or threats.
  • Performs analyses to identify significant CI information gaps about the adversary and the Operating Environment (OE) to formulate intelligence requirements and identifies subjects that require the collection of information or the production of intelligence, prioritizing and submitting intelligence requirements nominations.
  • Recommends appropriate CI collection discipline to conduct collection missions and Collection Requirements Management (CRM) and Collection Operations Management (COM) to develop and control collection, processing, exploitation, and information reporting requirements of all available intelligence and information sources and platforms (e.g., strategic, operational, and tactical).
  • Gathers feedback from CI intelligence consumers to determine if the requirements are being satisfied and revises intelligence requirements based on feedback received to identify issues, minimize information gaps, and mitigate capability shortfalls.
  • Develops intelligence Measures of Performance (MOPs) and intelligence Measures of Effectiveness (MOEs).
