Description:

ASR International Corporation, has an opportunity for a Civil Engineer.
The Civil Engineer will provide Design Technical Support (DTS) services to the Planning Design and Construction Directorate (PDC4) of the Naval Facilities Engineering Systems Command (NAVFAC), Pacific area of responsibility. The goal is to provide NAVFAC Pacific PDC4 with increased capability to support Design-Bid-Build and Design-Build projects.
Location: Pearl Harbor, Hawaii

JOB DESCRIPTION:

  • Coordinate with the Government client, NAVFAC team members, leadership, project stakeholders, and various regulatory agencies.
  • Perform site layout and grading design
  • Design water and sanitary sewer systems
  • Perform stormwater calculations and design
  • Coordinate with team members to execute project scope, schedules, and budgets in conformance with the project and customer requirements.
  • Minimize project delays by providing technical review and recommendations when requested within predetermined timeframes.
  • Research codes, guidance, policies, procedures, processes, criteria, and Federal law and regulations and provide sound technical recommendations both verbally and in writing.
  • Apply innovative technical principles, practices and theories to the resolution of technical issues.
  • Coordinate and facilitate meetings, make recommendations based on project requirements, coordinate workflow processes, schedule/coordinate plans of actions and milestones (POAMs) and effectively communicate findings to project personnel.
  • Ensure compliance with customer and RFP requirements. This will include reviewing technical reports, RFIs, designs, design changes, project deliverables, submittals, cost proposals, and other related engineering documents.
  • Provide technical support for the review of the commissioning plan, design and construction submittals, construction field activities, and field inspections.

QUALIFICATIONS:

  • Must be a U.S. citizen and will be required to obtain a DOD SECRET Clearance.
  • Must hold a valid, current driver’s license.
  • A Bachelor’s degree in Civil Engineering or a related field from an accredited college or university (Professional Engineering License is preferred).
  • Six (6) years of Design Management experience and/or Design experience performing the following tasks:
  • Site layout and grading design
  • Design of water and sanitary sewer systems
  • Stormwater calculations and design
  • AutoCAD Civil 3D
  • Demonstrated knowledge of broad-based Engineering principles and specific experience in Civil Engineering.
  • Sound understanding of technical concepts, principles and practices applicable to multi-disciplined engineering project design.
  • Experience in preparing correspondence, written reports, and in briefing management personnel.
  • Microsoft® Office (Word, Excel, Powerpoint, Outlook, etc.), AutoCad and/or Revit.
  • Ability to adapt to new software such as eCMS, Microsoft® Teams and Zoom as needed.
