QUALIFICATIONS

Education and Experience:

  • Bachelor’s degree in Engineering with a Professional Engineer or Engineer-In-Training designation and minimum of two years’ related experience working in storm, sanitary or rainwater infrastructure planning and/or design, or an equivalent combination of education, training and experience
  • Registration or eligibility to register as a Professional Engineer or Engineer-In-Training in British Columbia

Knowledge, Skills and Abilities:

  • Working knowledge of municipal sewer and drainage infrastructure systems
  • Working knowledge of watershed and green rainwater infrastructure planning principles
  • Working knowledge of overland flood hazard and risk management principles and approaches
  • Working knowledge of the application of engineering principles related to hydraulics, hydrology, water systems, and/or hydrologic/hydraulic modelling
  • Excellent written and verbal communication skills with a variety of stakeholders, with experience writing technical reports
  • Excellent communication (oral and written), interpersonal and presentation skills
  • Excellent time management and organizational skills with the ability to effectively and efficiently prioritize actions in response to numerous and diverse demands
  • Excellent analytical, critical thinking and problem solving skills

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. Responsibilities:

MAIN PURPOSE AND FUNCTION

The Sewer and Drainage Planning Engineer provides planning, modelling and data analyses to advance integrated wastewater, drainage, green infrastructure, and flood planning. The position will be responsible for completing technical analyses to verify and assess system performance for systems comprised of a combined, sanitary and drainage networks, pump stations, green infrastructure, outfalls, and overland flood hazards, and identifying the combination of solutions to meet these objectives. The position identifies monitoring locations, analyzes flow and rainfall data, develops hydrologic/hydraulic models, develops future land use and utility scenarios, advances combined sewer overflow reduction strategies, creates overland flow and rainwater management plans, develops green infrastructure solutions, assesses operational issues, identifies utility capital projects and operational improvements and completes cost estimates.
The position reports to a Senior Engineer in the Integrated Sewer and Drainage Planning Branch. This position will work with a number of internal City departments, including Sewer and Drainage Design, Green Infrastructure and Sewer Operations.

SPECIFIC DUTIES AND RESPONSIBILITIES

  • Completes hydrologic/hydraulic and other analyses to support capital projects, growth planning, and climate adaptation
  • Develops high-level summaries to present to non-technical audiences to gain support on approaches and methods
  • Delivers detailed technical reports related to the sewer and drainage analyses tasks including preparation of graphs, sketches and figures and hydraulic plans & profiles
  • Identifies data gaps, prioritizes data needs (including utility monitoring needs and potential monitoring locations) and works to fill critical gaps required to improve system understanding
  • Develops and provides recommendations to update utility policies to allow the implementation of project or programs
  • Develops, calibrates and updates hydrologic/hydraulic models to assess existing utility systems and overland flood hazards and future scenarios
  • Reviews model results and anecdotal evidence to understand sewer system performance and develop innovative and integrated solutions that aid in reaching larger City objectives including but not limited to grey infrastructure upgrades, green infrastructure opportunities, district storage facilities, overland flow conveyance opportunities, and overland flood adaptation opportunities
  • Assists in the development of capital plans
  • Participates in the delivery of utility planning studies and projects, develops hydrologic/hydraulic models or utility planning studies; and ensures consultants and contractors adhere to the terms and conditions of agreements and departmental project management framework standards
  • Liaises with other Engineering Branches, City Departments, external agencies and community stakeholders on sewer and drainage policy, modelling, and planning
  • Other duties/responsibilities as assigned
