QUALIFICATIONS

Education and Experience:

  • Bachelor’s degree in Civil Engineering with a Professional Engineer designation and minimum of four years’ related experience in municipal civil infrastructure design, construction and project management, or an equivalent combination of education, training and experience
  • Registration or eligibility for registration as Professional Engineer in British Columbia
  • Experience in designing water distribution infrastructure and underground utilities
  • Experience in developing and managing budgets for infrastructure capital works

Knowledge, Skills and Abilities:

  • Knowledge and application of engineering principles related to hydraulics, water resources, and industry best practices for water system operations
  • Knowledge of infrastructure asset management principles
  • Knowledge of Organizational Quality Management processes and frameworks
  • Strong interpersonal, written communication and organizational skills, including excellent written and verbal communication and report writing
  • Exceptional time management and organizational skills with the ability to effectively and efficiently prioritize actions in response to numerous and diverse demands
  • Ability to develop and maintain positive, productive relationships at all levels in the organization and external stakeholders
  • Strong conflict resolution, mediation and negotiation skills
  • Ability to provide guidance and direction to staff

Where operationally appropriate and subject to change, the City of Vancouver has a Flexible Work Program. This program allows staff to work remotely 1 – 4 days a week from locations that are a daily commutable distance from their work at a City worksite. At this time this position is eligible to be part of the Flexible Work Program.

Responsibilities:

MAIN PURPOSE & FUNCTION

The Waterworks Engineer assists with the Asset Management portfolio. They will be responsible for implementing asset management principles across the utility, developing asset management plans, life cycle planning, managing asset condition assessments, monitoring and developing action plans related to performance metrics, and working closely with water to develop their annual maintenance and renewal programs. The position may also be responsible for design and construction of water distribution infrastructure, review of growth scenarios to identify system upgrades supporting growth, and enhancing readiness for emergencies and preservation of water quality.

SPECIFIC DUTIES & RESPONSIBILITIES

Asset Planning and Investigation

  • Develops and reviews servicing plans in collaboration with other City departments
  • Assists in the development of long-term system performance strategies
  • Supports Operations staff to streamline work processes for both capital and maintenance work
  • Supports continual refinement of data collection and analysis to leverage value from existing water system assets
  • Represents the City and liaises with internal branches, outside agencies, Metro Vancouver, and utility companies regarding infrastructure projects
  • Responds to correspondence or inquiries from outside agencies, the public and other branches regarding water system operation
  • Completes rezoning and development application reviews for infrastructure requirements
  • Support preparedness of the water system in the event of an emergency
  • Other duties/responsibilities as assigned
