Description:

BASIC QUALIFICATION REQUIREMENT FOR THE 0810 SERIES:

A. Successfully completed a full 4-year course of study leading to a bachelor’s or higher degree in Engineering in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET). NOTE: You must submit copies of your transcripts.

B. Successfully completed a full 4-year course of study leading to a Bachelor’s or higher degree in Engineering that included differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five (5) of the following seven (7) areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. C. Completed 60 semester hours of courses in the physical, mathematical, and engineering sciences, and that included the courses specified in B above. These courses must be fully acceptable toward meeting the requirements of an engineering program. NOTE: You must submit copies of your transcripts.

D. Successfully completed a curriculum leading to a Bachelor’s degree in an appropriate scientific field such as engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology AND have at least one year of professional engineering experience acquired under professional engineering supervision and guidance. This must include either an established plan of intensive training to develop professional engineering competence or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. E. Successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico. Note: You must submit documentation of having passed the examination.

F. Currently registered as an Engineer Intern (EI), Engineer in Training (EIT), or licensed as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. This registration must have been obtained by written test OR be in general engineering or a directly related engineering field and was gained by State grandfather or eminence provisions NOTE: You must submit copies of your current registration.

ADDITIONAL QUALIFICATION REQUIREMENTS FOR EACH GRADE:

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level in which you are applying:
GS-11:
Specialized Experience: Applicants must have one full year of specialized experience, comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing 3 or more of the following: (1) coordinating technical planning and/or engineering analyses in construction management, geotechnical, highway, hydraulics, hydrologic, or structural engineering ; (2) planning/scheduling/coordinating civil engineering facility inspections; (3) providing peer reviews and/or technical guidance/mentoring to lower graded staff; and (4) performing project management to include contract administration, compliance and/or database operation.

B. Have successfully completed 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree. This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. NOTE: Applicants must submit a copy of transcripts.

C. Have an equivalent combination of the specialized experience and graduate level education described above. (To calculate your combined amount, first determine the amount of your specialized experience as a percentage of the requirement listed in A above. Then determine the amount of your graduate education in excess of one full year (18 semester hours) as a percentage of the requirement listed in B above; then add the two percentages. The total percentages must equal at least 100 percent to qualify.) This education must demonstrate the knowledge, skills, and abilities necessary to do the work of this position. GS-12:
Specialized Experience: Applicants must have one full year of specialized experience, comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing 3 or more of the following: (1) providing engineering analysis, recommendations, or study conclusions to management or other stakeholders; (2) conducting technical and/or peer reviews of engineering designs, drawings, analyses, or documents; (3) reviewing technical procedures related to the areas of construction management, geotechnical, highways, hydraulics, hydrologic, or structural engineering; and (4) conducting inspections to ensure compliance of project requirements, contracts, or database operation.
TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.
One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level.
One year at the GS-11 is required to meet the time-in-grade requirements for the GS-12 level.
(Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

EDUCATION

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school’s definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

Responsibilities:

As the Civil Engineer in this position, you will:
This position serves as a Civil Engineer in the Bureau of Land Management (BLM) District Office. The incumbent works under the District Engineer and performs design, and project package development for construction and maintenance of buildings, structures, recreation facilities, bridges, dams and other facilities; easement reviews and water rights. Incumbent provides direction, technical guidance and assistance in design and construction of transportation routes and access roads on BLM administered lands within the district. The incumbent performs project inspects and/or contracting officers representative (COR) duties related to project management.
Specialized Experience: The incumbent must obtain and maintain a COR II certification.
