Class Title: Code Compliance Officer
Department of Planning & Code Enforcement
Class Definition: Working under the general guidance and direction of the Chief Code Administrator and the Assistant Code Administrator, perform various inspections and balance multiple complex objectives under time constraints utilizing various tools, software and technological devices to achieve these goals.
Essential Duties, Knowledge, and Responsibilities: Including the following, other duties may be assigned.

These duties are not intended to be all inclusive or exclusive, just illustrative of the kind of work to be performed.

  • Inspections of buildings and properties for the enforcement of the adopted municipal ordinances and to insure their conformity with safety standards and elimination of fire hazards.
  • Inspects buildings and structures in the process of construction, alteration or repair for compliance with approved plans and specifications and all requirements of applicable ordinances and laws.
  • Explains the requirements of the local building code, local zoning ordinances and other applicable laws to building contractors and to the general public.
  • Orders unsafe conditions in existing structures to be removed and arranges for condemnation notices to owners and builders of improper or hazardous structures.
  • Investigates complaints and assists in prosecuting violations of the building and fire prevention code and zoning ordinances.
  • Prepares reports and keeps related records.
  • Tabulates land use and other data; analyzes map data and drafts reports.
  • Develops planning data from interviews with agencies or persons involved in specific projects.
  • Reviews planning and environmental aspects of federal and state assisted projects; problems, zoning analyses, and performs related field studies;
  • Develops presentation material as assigned.
  • Attends day and evening meetings as required and/or requested.
  • Conducts field surveys of existing land use, urban renewal conditions, traffic.
  • Performs research investigations including statistical analysis, library research and personal contact with other agencies.
  • Must demonstrate ability to identify problems and work creatively to resolve them.
  • Must be able to complete work within established time frames and communicate proficiently.

Physical Demands: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.
Work is performed mostly in a field setting. Considerable outdoor work is required in the inspection of various land uses and other matters. Must possess mobility to work in a standard office setting and to use standard office equipment, including a computer, tablet, copier, and printers. The employee must be able to operate a vehicle in order to attend various sites within the City and may have to travel out of the City to attend meetings or conferences.
Strength to lift and carry materials and equipment up to 25 pounds, specific vision abilities and hand-eye coordination to read printed materials, and a computer screen; and hearing and speech to communicate in person, and over the telephone. Use arms and hands to finger, handle, feel operate objects, tools, or controls; and reach with hands and arms
Minimum Qualifications Required: High school diploma or equivalent (GED). One year experience in an office setting using Windows-based office software (Microsoft word, Excel, and mobile operating systems).
Two years’ experience related to inspection, law enforcement, fire protection, building inspection, or a related field, or two years of general office, communications, or records management experience is preferred. The equivalent combination of education and experience may be considered by management. Must possess a valid PA State driver’s license and a safe driving record.
Once in this position, the employee is required to obtain an International Code Council Property Maintenance Inspector’s certification within forty-five (45) calendar days of the starting date in the position. Additionally, the employee is required to obtain a Pennsylvania Department of Labor and Industry Uniform Construction Code and International Code Council certification as a Residential Building Inspector and certification as one of the following: Residential Electrical Inspector, Residential Mechanical Inspector, Residential Plumbing Inspector, or other approved certification within one (1) calendar year of the starting date in the position. The employee shall have no more than two attempts to achieve each certification.
