Over the two decades after the end of World War II, leaders in government, business, professional sectors, and academia had called for a new approach to providing educational opportunity. The College’s Chief Technology Officer (CTO) will provide senior leadership for assigned colleges. The role of the CTO is to align technology vision with business strategy by integrating business processes with the appropriate technologies. This position is responsible for local day-to-day technology operations, related technology infrastructure, information services, and information security. This individual maintains existing college systems while providing direction in all technology-related issues supporting information operations and the VCCS mission. This position will further assist the VCCS CIO in planning, implementing, managing, and administrating the college information technology program. The successful applicant will have management capability related to the effective planning, development, and implementation of a highly technical and complex information technology infrastructure.

KNOWLEDGE OF AND SKILLS IN:

  • Technology environments, including telecommunications, networks, programming, media, and desktops.
  • Industry-standard security laws/governance, practices, procedures, and tools.
  • Computer systems characteristics, features, and integration capabilities.
  • Data processing, databases, hardware platforms, enterprise software applications, and outsourced systems.
  • Networking (DNS, IP) and Network Security, including VPNs.
  • Web development and user support.
  • Business theory, business processes, management, budgeting, and business office operations.
  • Project management principles.
  • Applicable laws and regulations related to technology issues.
  • Procurement systems used in Virginia government, such as eVa.
  • Higher Education Equipment Trust Fund (ETF), from the State Council on Higher Education of VA (SCHEV)
  • HR, Budget and fiscal systems
  • Student Information Systems
  • Server Technologies, such as virtualization, converged infrastructure, and cloud based.
  • ERP Applications
  • Understanding of Virginia’s governmental and reporting requirements (IT related) or similar.
  • Global Directory Services.
  • Voice over IP.
  • Written and oral communication, especially business communications.
