POSITION OVERVIEW

As a Commissioning Project Engineer, you will report directly to the commissioning Manager and or Director and appointee. Promote and provide leadership for safety, assist, and coordinate the daily activities of office, field engineers and commissioning craft. Track and Coordinate inter-department activities, cost management, and deliverables. Assume direct responsibility to develop and deliver all commissioning-related turnover documentation and verify completion for turnover to the appropriate entity as designated by the commissioning Manager. Ensure all systems are completed to meet contractual requirements with the highest degree of safety and quality.

QUALIFICATIONS

  • Staff management experience.
  • Bachelor’s degree in Engineering or related technical discipline.
  • Minimum of 10 years of experience in project engineering/project management.
  • Thorough understanding of project management and project execution strategies, including owner/engineer contracting strategies.
  • Excellent interpersonal skills - both verbal and written.

Responsibilities:

  • Assist in oversight of all project-specific commissioning activities.
  • Monitor schedule and budget issues and report to the commissioning Manager.
  • Support completion management development
  • Support project control and quantity management
  • Coordinate and interface with engineering and construction on design development
  • Coordinate vendor data and track comments
  • Coordinate documentation / deliverable development
  • Review all weekly reports and summarize them to the commissioning Manager.
  • Capture lessons learned and ensure information is disseminated to all departments and districts.
  • Verify scoped package format and necessary forms to complete the commissioning turnover package.
  • Maintain database, drawing updates, and track all engineering documents for turnover packages.
  • Review of work packages associated with system flushing and testing.
  • Adhere to commissioning Administration Manual and supervise standards implementation.
  • Read and understand all contractual requirements for completion, including permitting and EPA requirements.
  • Ensure spare parts and consumables necessary for the proper operations of each assigned system are available.
  • Checkout of installed systems and equipment per OEM requirement, system descriptions, and good power plant practices. Understands completions ITRs and has the ability to manager completions team as required.
  • Track the progress of assigned systems and provide the commissioning Manager with timely reports of such progress and activities.
  • Coordinate and monitor OEM and Subcontractor representatives’ work, charges, and documentation on a daily basis. Approve or deny charges by signature and submit to the commissioning Manager.

Field Phase

  • Review and sign all time cards and requisitions charged against the commissioning budget associated with the assigned area of responsibility. Submit all time cards and requisitions to the commissioning Manager for final approval.
  • Perform construction process assessments during system walk-downs and identify exceptions and deficiencies.
  • Assist in commissioning and testing of individual components, systems, and the station as a complete integrated unit to meet all contractual obligations.
  • Lead and insist on strict adherence to Lockout Tag out Procedures (LOTO) and policies.
  • Train and engage field commissioning personnel on the importance of safety and LOTO systems.
  • Daily spot check Job Hazard Analysis (JHA) for each assigned crew
  • Assist team with field operations.
  • Track the progress of assigned systems and provide the commissioning Manager with timely reports of such progress and activities.
  • Monitor commissioning issues and provide field assessment to the commissioning Manager.
  • Participate in field audits at critical milestone periods, LOTO, and turnover documentation.
  • Troubleshoot and isolate system problems. This includes correcting or suggesting resolutions and providing a written report of the results.
