Description:

The Committee and Governance Officer will provide a comprehensive business administration support to the ICB’s corporate governance function. This will include the provision of a high level administrative support to the ICB board and its committees, attending specific meetings within the Lancashire and South Cumbria geography. The role will oversee the maintenance of the ICBs corporate registers of interests to ensure continued organisational compliance with associated policies and procedures in accordance with NHS legislation.

The core duties of this post will be to support the Board Secretary to ensure that an effective secretariat is in place to service the Board and committees of the ICB, whilst c on tributing to the development of the ICB governance arrangements in light of national good practice guidance .
The Lancashire and South Cumbria Integrated Care Board (ICB) was formally established as a new statutory body on 1 July 2022, replacing the eight clinical commissioning groups across Lancashire and South Cumbria.
Our role is to join up health and care services, improve people’s health and wellbeing, and to make sure everyone has the same access to services and gets a positive experience from treatment. We also oversee how money and resource is utilised to ensure that funding is spent to ensure health services are effective, consistent and of high standard.
Lancashire and South Cumbria ICB is a highly complex organisation serving a population of over 1.8 million people.
The role will be varied and will adapt over time as the ICB develops. However, the postholder is expected to fulfil the following key functions:
Support the Board Secretary/Governance Manager to ensure that an effective secretariat is in place to service the meetings of the integrated care board and its committees.
Provide a high level of business administration to enable the board and its committees to operate as required within their terms of reference.
Attend and minute specified meetings and accurately and appropriately record discussions and decisions taken; be responsible for the transportation and maintenance of equipment as required for board and committee meetings.
Follow up meetings with action sheets and timely production of minutes for agreement with the relevant committee chair.
Monitor action against agreed points and work closely with the Business Managers to the executives to ensure these are scheduled for matters arising or the forward plan as appropriate.
Work closely with the Board Secretary/Governance Manager to contribute to the development of the board and committee governance arrangements in light of national good practice guidance.
Ensure venues, equipment and refreshments are booked in advance for board meetings.
Contribute to the development and implementation a forward annual plan of ICB business to ensure such business is appropriately dealt with within the annual corporate business cycle.
Support the Board Secretary/Governance Manager in the coordination, planning and preparation of the board (including development sessions) and its committees’ agendas, reports and supporting papers and minutes, to optimise the use of time at meetings.
Collate papers as necessary and identifying key actions in relation to the board and its committees.
Working closely with the communication teams and the Board Secretary/Governance manager, ensure that all information on the ICB’s corporate web pages in respect of the board and its committees’ papers (where relevant) and related statutory documentation is accessible, accurate and up-to-date.
Ensure the minutes of the board and its committees are properly recorded, prepared for review and that the essence of discussions and decisions are captured succinctly and in accordance with best practice
Support in the annual review of the effectiveness of the board and its committees so that they remain effective and appropriately constituted and their membership is refreshed as required; making recommendations for improvement to the ICB’s Board Secretary /Governance Manager.
Developing, implement and ensure effective systems and processes for ensuring the establishment, maintenance and publication of the ICB’s registers; this would include, but not limited to:
Policies and procedures
Registers of interests including gifts and hospitality
Organisations eligible to jointly nominate Partner Members
Contribute to written reports for the ICB’s Audit Committee on the ICB’s compliance against the associated policies/procedures for managing conflicts of interests. Ensure all registers are accurate, professionally presented and available for public inspection including via the website.
Advise on the corporate governance function, informing the ICB’s Board Secretary/Governance Manager of any changes required to support the successful delivery of key objectives
