Position Description

JOB SUMMARY

Under the general direction of the Human Resources Benefits Manager, this position provides comprehensive analytical, administrative and consultation services of the CSU Leaves Programs and Americans with Disabilities (ADA) Programs to employees including staff, faculty, and managers. This position supports the campus-designated ADA Coordinator to ensure that individuals with disabilities have equal access and the opportunity to participate in CSU programs, activities, and services by engaging in timely, good faith, interactive process to determine effective reasonable accommodations. Furthermore, this position serves as a resource to employees by providing professional and caring support while coordinating applicable leaves and accommodations.
This position is classified as “Confidential” in accordance with the provisions of the Higher Education Employer- Employee Relations Act (HEERA). According to HEERA, an employee is designated as “confidential” when assigned duties normally require access to confidential information, which contributes significantly to the development of management positions. This position works closely with the HR Benefits Manager and ADA Coordinator in the collection, organization, presentation, and review of confidential data on a wide range of matters, including, collective bargaining, and other related personnel matters as it relates to leave of absence grievance/complaints and ADA violations. The incumbent regularly performs duties that require access to confidential information, which contributes significantly to the development of management positions.
The scope of work is comprehensive in nature and includes interpretation of CSU policies, regulatory compliance, contractual, and procedural guidance and advisement in functional areas such as collective bargaining agreement interpretation, employment status, classification, and labor relations as it relates the CSU Leave & ADA Programs. This position also serves as resource and backup to the benefits health & wellness team, including the Benefits Manager. The Leaves & Accommodations Coordinator is expected to work independently and apply sound judgment in the development of solutions to complex program challenges, interpretation of State & Federal laws and Collective Bargaining Agreements for represented and non-represented employees seeking leaves.

KEY QUALIFICATIONS

  • Knowledge of:
  • The principles, practices, and procedures of human resources administration in the areas of benefits, leaves, and/or ADA accommodations.
  • CSU and federal and state laws/regulations related to common leave programs (e.g. PDL, FMLA, CFRA…)
  • Working knowledge, or ability to quickly learn, university methods, procedures, and practices.
  • Skills in:
  • Organize, track, and prioritize assignments and tasks, including project management and coordination.
  • Conduct effective intake meetings to obtain information from employees necessary to coordinate their applicable leaves and/or accommodations.
  • Interpret and apply collective bargaining agreements, federal and state laws, CSU and Fresno State policies and procedures.
  • Maintain confidentiality and appropriately handle sensitive communications with employees and external agencies with tact and diplomacy.
  • Proficient in standard office software applications.
  • Demonstrated ability to:
  • Analyze, interpret, and resolve complex situations and cases.
  • Communicate effectively in oral and written formats and prepare clear, concise, and comprehensive reports, records, correspondence, and other written materials.
  • Compose a variety of correspondence and reports in a clear and understandable manner.
  • Perform accurately in a detail-oriented environment.
  • Perform in-depth analytical studies, perform research, and prepare reports.
  • Perform mathematical and statistical analysis appropriate to the position.
  • Effectively handle multiple work priorities, organize, and plan work and projects in a fast-paced environment.
  • Work effectively with faculty, staff, and students from diverse backgrounds and abilities.
  • Deliver exceptional customer service to a wide variety of constituents.
  • Maintain good working relationships with co-workers and promote teamwork and collegiality.

EDUCATION AND EXPERIENCE

  • Bachelor’s degree in Human Resources or related discipline. (Closely related professional experience and/or specialized training can be substituted for the education on a year-for-year basis.)
  • 2 years of responsible experience in human resources, benefits, leaves administration, disability administration and/or closely related services.
  • Preferred Skills:
  • ADA Coordinator Training Certification (ACTCP) and/or Certified Leave Management Specialist (CLMS)
  • Advanced knowledge of HRIS functionality (e.g. PeopleSoft, PIMs, CIRS…)
  • Experience in a higher education environment.
  • Experience in a complex collective bargaining environment.
