QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS

  • Degree in engineering or equivalent preferably in Mechanical Engineering discipline. Relevant years of proven experience in construction field preferably in capital projects environment with relevant years in the oil/gas/petrochemicals industry. UAE/ME experience is a must including construction exposure in brown field oil&gas / Petrochemicals projects.

MINIMUM EXPERIENCE, KNOWLEDGE & SKILLS

  • In general candidates must have B.S. or equivalent degree in Engineering from an accredited university with minimum relevant experience in the oil & gas or petrochemical industry including relevant years in projects engineering and implementation. Also the candidates should have considerable oil & gas EPC or PMC exposure in their working specialization.
  • The candidates should have effective communication skills in both verbally and in writing with superiors, colleagues, and individuals inside and outside the Company. Also, excellent writing skills in project engineering and management areas would be preferable.
  • Candidates shall possess a broad understanding of all major design engineering disciplines in addition to- their own specialization, i.e., Piping, Equipment, Process, Civil/Structural, Automation, Electrical andInstrumentation engineering. They should also have effective analytical, problem-solving and project management skills.
  • They should possess effective leadership skills and fair understanding of Project Management,
  • Tendering, Bid Evaluation process, Procurements and EPC Contract.
  • Basic understanding of continuous flow chemical/physical processes typical of hydrocarbon processing, hydrogen production, petrochemicals, and/or air separation.
  • Effective computer skills; Microsoft Office Software including Microsoft Office Word, Microsoft Office Excel, Power Point, MS Project.

Responsibilities:

PRIMARY RESPONSIBILITIES

  • Review of procedures and other document prepared by EPC contractor for the management and control of projects in line with the contract requirements.
  • Establish with EPC Contractors the Electronic Document Management System (EDMS) to be implemented for the PROJECT, in compliance with COMPANY’S requirements as reflected in the EPC Contract.
  • Establish with EPC Contractors the requirements for handover of PROJECT Documentation at the end of the PROJECT, in compliance with COMPANY’s requirements as reflected in the EPC Contract.
  • Establish with EPC Contractor the data collection/database and upload into COMPANY’s ERP system, in compliance with COMPANY’s requirements as reflected in the EPC Contract.
  • Verify EPC Contractor’s understanding and implementation of requirements for document numbering, and formatting according to standards set for the PROJECT.
  • Verify EPC Contractor’s understanding and implementation of requirements for equipment numbering system as per requirements of the EPC Contract.
  • Review Engineering Procedures of EPC Contractors for the control of engineering activities and ensure that all phases of detailed engineering are well defined and conducted in such order to guarantee logical development without having to resort to late modifications or reworks.
  • Review results of studies performed by EPC Contractors for the establishment of criticality rating for the equipment and endorse for COMPANY’s approval.
  • Monitor coordination of Interfaces between the EPC Contractors and provide clarifications and/or guidance on resolutions of any conflicts arising during execution. Interface coordination is critical to the success of the PROJECT and ESC PERSONNEL shall exert utmost care in the review and verification of correctness of information from various parties and the coordination/dissemination of data. Such coordination covers technical data, schedule alignment and contractual responsibilities for the assigned works under the various EPC Packages.
  • Review of EPC Contractor’s procedures for Project Control including Work Breakdown Structure, Planning & Scheduling, Progress Measurement and Progress Monitoring & Reporting. Verify EPC Contractor’s compliance with weightings as established in the EPC CONTRACTS and advise on weightings to be applied for progress measurement at the more detailed levels.   • ESC Planning personnel shall have good hands-on experience in the use of Primavera and capable of analyzing EPC Contractors’ P3 files (CPM Networks) to ensure that the schedules developed for the various part/packages are logically linked in the proper manner, sufficiently detailed to allow proper analysis either for schedule risks and/or impacts of variations.

  • In analyzing EPC Contractor’s CPMs, ESC PERSONNEL shall verify and ensure that milestones for Interfaces are taken into consideration.
  • Generate an Integrated Project Schedule that will have as an objective the control of activities related to Interfaces from the various Interface Parties and to monitor related activities leading to the completion milestones established in the EPC Package.
  • Verify & certify Payment Certificates of EPC Contractor.
  • Review demands made by EPC Contractors for variations to ascertain admissibility and proper costing, when valid.
  • Identify and expedite outstanding data form EPC Contractors or other entities related to the PROJECT and necessary to progress works by other EPC Contractors.
  • Review Vendor and Subcontractor Lists proposed for purchase of various equipment or for construction packages and ascertain acceptability.
  • Verify correctness of Technical Bid Evaluations performed by EPC Contractors and obtain necessary clarifications required to ascertain acceptability of offered goods and/or services.
  • Verify that EPC Contractor has updated Material/Works requisitions for inclusion in purchase orders and subcontracts.
  • In the case of subcontracts, review proposed organigrams, manpower plans, resources to be mobilized, method statements for the execution of the works and subcontractor’s ability to take on additional works. Ensure that proposed subcontractors have allowed for the provision of sufficient Site Supervision and HSE personnel in compliance with international norms.
  • Coordinate the services of Third-Party Inspection (TPI) Agencies Contracted by COMPANY for source inspection. In doing so, ESC PERSONNEL shall identify critical equipment and manufacturing processes and direct TPI inspection to focus on such areas.
  • Review of EPC Contractor’s Inspection & Expediting Reports and flag out nonconformities or potential delays. Recommend course of action for resolution.
  • Review TPI inspection reports and coordinate resolution of reported nonconformities with EPC Contractor.
  • Construction supervision as per approved PMT organigram for SITE.
  • Coordination with COMPANY’s operations for the easement of construction activities and interfaces.
  • Review of PROJECT completion software tools and database.
  • Review of various completion documentation (e.g., Mechanical Completion Dossiers) to ascertain proper compilation and certification.
  • Coordinate the “Right First Time” start-up concept.
  • Coordinate the handover of final PROJECT Documents to COMPANY.
  • Coordinate the uploading operations of database in COMPANY’s ERP System.
  • Coordinate the handover of Insurance and Operating Spare Parts.
  • Coordinate the clearance of Punch Lists works.
  • Coordinate the Handover of as built documentation.
  • Having a working understanding of AWP (Advanced Work Packages such as those being utilized on this project).

KEY ACCOUNTABILITIES & RESPONSIBILITIES

  • Review and provide input to the overall construction plan, procedures and construction requirements identified in the EPC Contract to ensure constructability.
  • Review of construction planning and logic.
  • Review of construction schedules.
  • Review of construction organisation and manning.
  • Review of subcontract plans, subcontract documents and schedules.
  • Review of development of temporary facilities.
  • Review of rigging/heavy lift program including rigging/ transportation studies.
  • Review construction plans and detailed procedures
  • Review break-down into hand-over systems.
  • Review Mechanical Completion/Pre-commissioning Manual.
  • Monitor the EPC Contractor’s allocation of construction resources in consideration of relative priorities tomeet the construction program and recommend any appropriate corrective action where shortage ofresources might prejudice the program.
  • Inspect and ensure that EPC Contractor’s temporary facilities are in accordance with the requirements ofthe EPC Contract.
  • Review EPC Contractor’s construction procedures, method statements and Inspection & Test Plansincluding, but not limited to, identification of intervention points (“Witness”, “Hold” etc.) for inspectionintervention by Third Party Inspection Agencies (or by COMPANY when so decided) on behalf ofCOMPANY.
  • Ensure that all construction procedures, method statements and Inspection & Test Plans are issued asfinal approved documents before start of any related work.
  • Monitor and manage inspection of the construction work performed by the EPC Contractor and/or itssubcontractors to verify that such work is performed in compliance with the approved procedures andspecifications, and that the workmanship is in accordance with appropriate standards of quality.
  • Monitor and ensure that the work is performed in strict compliance with the safety procedures andrequirements.
  • Manage the mobilization, supervision, and control of COMPANY Third Party Inspection personnel toinspect the ongoing construction activities at SITE as required.
  • Ensure that the EPC Contractor has mobilised representatives of VENDORS and/or LICENSORS asrequired to support the construction activities.
  • Coordinate and manage the witness of important tests on main equipment, including but not limited todetailed inspection where it is necessary.
  • Monitor the progress of work at SITE against the PROJECT Schedule.
  • Monitor the progress and achievement of pre-commissioning and mechanical completion of theINSTALLATIONS in accordance with the provisions of the EPC Contract.
  • Monitor the development of punch lists and close out of listed items as WORKS progress.
  • Review Contractor’s request for issuance of Mechanical Completion Certificate(s) and makerecommendation to Management on acceptability.
  • Monitor and ensure that the EPC Contractor provides all reports and test records in accordance with theprovisions of the EPC Contract.
  • Support all field Quality activities in strict compliance with the clients current laid down procedures.
