As the largest provider of affordable housing in Boston, one of the most expensive cities in the country, BHA understands housing as a crucial platform for individual, household, and community stability. Through its Public Housing communities and Section 8 rental assistance programs, BHA provides housing assistance and services to more than 58,000 low and moderate-income households, including families with children, older adults, and individuals with disabilities. In all aspects of our operations, internally and externally, BHA is committed to breaking down the barriers to racial equity and justice in housing and related fields that disproportionately impact Black, Indigenous, and people of color (BIPOC) communities.

Responsibilities:

  • Advises Authority staff on construction, contract, public procurement, and other transactional matters.
  • Drafts and reviews contracts and amendments, and approves them for Executive Committee/Administrator action and execution.
  • Reviews contracting and procurement procedures for compliance with laws, public contract regulations, BHA policies, and sound business practice.
  • Interprets contract provisions and reviews contract claims, prepares decisions on behalf of the Authority. Capital Construction Department regarding design and construction contract matters.
  • Responds to demands for direct payments, negotiates settlements, and represents Authority at contract-related arbitration and mediations.
  • Represents Authority on bid protests before Attorney General.
  • May sit as second chair in contract litigation and provide assistance to litigation attorneys.
  • Advises Real Estate Development Department and other staff regarding real estate and development matters.
  • Drafts real estate agreements, including licenses, easements, leases, and other documents.
  • Works with and manages outside counsel on large real estate developments and financings.
  • Advises staff regarding title history of Authority property and maintains title records.
  • Maintains governance records of the Authority and its affiliate corporations, and drafts and reviews corporate resolutions and minutes.
  • Works with consultants and advises staff regarding environmental and insurance matters.
  • Works with Authority staff on regulatory and compliance matters.
  • May draft and advises regarding legislation and ordinances. May coordinate, supervise, and evaluate work of other attorneys and support staff as designated by General Counsel.
  • Develops high level of expertise in substantive law areas.
  • Performs other related duties as required
