Here is what you will be doing:
The Consultant - Performance, Accountability and Funding Allocation, will successfully navigate the healthcare landscape and work to influence regional Performance Management and ensure the external presence and influence of Ontario Health in the Regions (OH). They will manage challenges and issues during a time of change and accelerate the transition process to maximize efficiencies. The Consultant will utilize data and analytics to drive measurable improvements in operational performance. Utilizing leading benchmark information and best practice data, they strive to ensure processes and practices at OH are leading edge and effectively maximizing efficiencies.
The Consultant will work as part of the Ontario Health Team to fully integrate care and ensure that OH is a key player in the partnerships required for integration and transformation of health care services.

The Consultant will be accountable for developing and implementing system level initiatives to advance integrated care and partnerships. They will lead partnership projects and build system capacity by envisioning, developing and maintaining key relationships and partnerships that will better connect services across the system both within and outside OH. Furthermore, the Consultant, will be:

  • Dealing at a high level of complexity of Health Service Providers’ (HSP) funding and performance matters, along with providing subject matter advice to OH Directors for decision making;
  • Frequently engaging with senior leadership of Hospitals’ CEOs , SVPs, CFOs, VPs and Ministry and community partners;
  • Working in conjunction with OH Directors and VP, this position will have greater accountability in leading and developing strategies for the organization.
  • Working with the OH Directors, the Consultant will act as the face of the OH Regions when dealing with Health Service Providers’ (HSPs) accountability and performance management;
  • Providing subject matter experts to Hospital and the Ministry for complex issues;
  • Providing guidance to staff assigned to support portfolio and act as the Director’s back up.

    Conducts the assessment Performance, Strategic Funding Development and Transformation

  • Lead the development and achievement of Performance, Contract and Funding allocation regional objectives and strategies that include both short and long term course of action to ensure successful realization of OH Corporate strategic direction and to better connect Health services across the system

  • Leads, champions and directs the development of transformation strategies for the organization.
  • Translate Region priorities into tangible and achievable programs by aligning with the Regions and provincial strategies and using evidence-based decision making tools and methodologies.
  • Ensures that Performance and Funding strategy will align with and achieve the strategic priorities set out in the organization’s overall Strategic Plan and is tied to its Mission, Vision and Values.
  • Engages, coordinates and leads relationship with a large number of senior level health service providers, service provider organizations and physicians across health sectors to develop strategies, frameworks and implementation.

HSPs Performance Management and Funding Allocation

  • Responsible for oversight and/or management of financial allocations to assigned transfer payment agencies, preparation of funding plans or recommendations, and providing expert advice to the Regional staff and management on financial and funding matters .
  • Provides expert advice and input to the Regions executive team on the application of the provincial funding formula and contributes to complex financial decisions related to local system funding and Allocation.
  • Provides leadership and guidance to staff assigned to support portfolio; supervises and effectively manages the work and workload of staff.
  • Manages preparation of annual and multi-year funding plans and ensures appropriate analysis of financial implications of planning, integration and allocation options or decisions.
  • Oversees request for call for proposal process to identity new investment opportunities.
  • Leads future investment decisions through the provision of recommendations regarding previously funded projects performance, and through evaluation of the mix of investments across OH priority areas, and provides projection of the outcomes of investments on OH commitments
  • Manages performance management of Health Service Providers (HSPs) including hospitals and system performance.
  • Provides technical analysis of complex health-care system funding models or approaches and develops tools and methods to assess the local funding plans required to meet the short and long term needs of the local community.
  • Identifies and monitors high-risk issues related to funding or financial management of health service delivery organizations.
  • Reviews and analyzes local health system funding plans in accordance with the Regional goals and objectives.
  • Participates in and contributes to the Regions and ministry dialogue on the provincial funding framework and its application to local health service delivery organizations.
  • Provides Management with recommendations related to access to care (eg. wait time, ED, LOS) allocations, provincial programs and other Ministry/Ontario Health directed programs.
  • Participates in and contributes to inter-Ontario Health dialogue on the provincial performance management framework and its application to local health service delivery organizations, as appropriate and requested.
  • Participate in various committees, Ministry and HSP performance meetings representing on behalf of the Regions.
  • Works with and collaborates with other Leads of the Performance, Accountability and Funding Allocation team to complete system level projects.

Partnerships and Relationship Building

  • Leads, champions and directs the development of partnership strategies for the organization.
  • Builds and redesigns relationships with external organizations (Ontario Health Team, HSPs, broader health system partners) to advance OH in the healthcare landscape.
  • Central point of contact and key organization networker for strategic stakeholder relations and partnership
  • Develops, implements and leads organizational partnership strategy that focuses on building a more integrated and inter-connected health system and advancing partnerships across the continuum of care.
  • Build and maintain relationships with a range of key community providers, hospitals and cross-sector agencies to advance a partnership strategy that is integrated, outcome-focused and transformative.
  • Works with Senior Management and other key leaders managing the relationships of the partners

General Responsibilities

  • Collaborates with relevant parties to enhance OH visibility and stature locally, nationally and internationally, including identifying, taking the lead on and implementing strategic transformation initiatives.

Decision Making

  • Works in an independent manner to perform activities in area of responsibility - assess and resolves major issues and challenges and provides timely updates to management.
  • Interprets policies in complex situations to determine appropriate response.
  • Builds working relationships with key players to advance corporate mission, values and goals.
  • Maintains responsibility for making multiple high level decisions throughout the day and is responsible for assessing and making recommendations on multiple and varied transformation related situations both in the clinical and service areas of the hospital.
  • Recommends transformation policies and practices that will be adopted across OH.
  • Consults with the Senior Leadership Team around decisions that will have a substantial impact on system transformation.
  • Works with the Director/Vice President on appropriate direction to take to ensure the focus of partnership is directed with the goals of the organization.
  • Consults with the Director/Vice President and other relevant parties around decisions that will have a substantial impact on corporate activities and polices.
  • Consults with the Director/Vice President on appropriate direction to take to ensure that the vision for transformation and partnerships is realized.

Here is what you will need to be successful:

Education and Experience

  • CPA designation or working toward is an asset
  • Masters degree in Health administration, Business Administration, Informatics business administration or equivalent education/experience;
  • Eight years progressive Healthcare Management and financial management experience at a senior level required;
  • Minimum 5 years’ experience leading/managing teams (direct or indirect), utilizing relationship building and management skills;

Knowledge and Skills

  • Experience building relationships and partnerships related to health system integration;
  • Exceptional relationship developer, capable of inspiring teams and working with organization partners to facilitate change while fostering a culture of creativity and innovation;
  • Strong project management experience, including demonstrated ability to efficiently plan, organize and manage multiple complex project simultaneously with limited supervision or direction;
  • Demonstrates broad and comprehensive knowledge of theories, concepts, practices and policies in the area of transformation; with the ability to apply them in complex and/or unprecedented situations across multiple functional areas;
  • Outstanding integrity, initiative, creativity and passion;
  • Strong record demonstrating a high degree of judgment, integrity and diplomacy while protecting the confidentiality of information;

  • In-depth understanding of the Ontario health-care system, its stakeholders, programs and issues;
  • Experience in risk management and demonstrated capacity to identify and respond quickly to emerging issues and priorities;
  • Excellent abilities to analyze and interpret complex information to deliver a solution that meets business needs including prioritization;
  • Evaluation techniques and proven ability to lead change and find creative solutions;
  • Solid project management experience and skills including knowledge of project management methodologies, tools and templates (PMP certification is an asset)
  • Excellent knowledge of challenges and issues, methods and techniques for outsourced/ contracted services and service providers;
  • Ability to tactfully address sensitive subject matter and awareness of situations which would require escalation and/or appropriate consultation;
  • Excellent communications, diplomacy, interpersonal, and presentation skills to work effectively with senior level HSP executives and their management teams, and to liaise with colleagues across Ontario Health and with contacts in the Ministry;
  • Demonstrated capacity to identify and respond quickly to emerging issues and priorities;
  • Demonstrated experience with operation decision-making related to performance management;
  • Bilingual (French and English) oral and written communications skills are an asset.
