MINIMUM QUALIFICATIONS

Possession of a baccalaureate degree in Business, Education, Liberal Arts or related field and 3 years of progressively responsible professional experience with responsibilities in business, workforce development or any equivalent combination of education and/or professional work experience which provides the required education, knowledge, skills and abilities as indicated.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Considerable working knowledge of principles, practices and techniques in the area of business, workforce development, or related field as demonstrated by the broad knowledge of the full range of pertinent standard and evolving concepts, principles and methodologies.
  • Considerable working knowledge and understanding of applicable federal and state laws, rules, regulations and theories and systems associated with business, workforce development, or related field.
  • Demonstrated ability to resolve wide ranging complex problems through the use of creative reasoning and logic to accurately determine the cause of the problems and the resolution of the problems in an effective, innovative and timely manner.

Responsibilities:

  • Under the direction of the Executive Manager of the Office of Continuing Education and Training (OCET), the Educational Specialist is responsible to design, plan, establish, coordinate, and oversee the integrated logistical and support needs of classes, programs, and customized training programs related to the enhancement of workforce skills and workforce development, and events offered by the department while working as a team member to implement departmental and college goals and objectives.
  • Serve as a liaison with local businesses, community-based organizations, and government agencies to identify educational and training needs and promote the services of OCET.
  • Develops OCET curriculum and manages curriculum design and titles. Responsible for planning, promoting, coordinating, and overseeing OCET classes in workforce development, professional development, personal enrichment, youth programs, senior programs, credit to non-credit programs.
  • Coordinate OCET courses. Manages course locations, security, parking lot lights, AV, equipment, teaching materials, etc.
  • Responsible for finances and budgeting for courses/events, financial analysis, and meeting financial goals. Responsible for managing the profitability of class offerings and oversees decision-making regarding the running or canceling of courses/events and contacting participants.
  • Serve the programming needs of population or market segments by using assessments to effectively administer the delivery of courses/events. Responsible for monitoring key benchmarks such as cancellation rates, repeat rates, new program percentages, operating margins, promotion: participant ratio, and average participants.
  • Responsible for writing grants and serves as Principal Investigator (PI) or co-PI on grants awarded to OCET.
  • Recruits, directs, supervises, and reviews the work of all instructors and class or lab assistants and supervises OCET lecturers and other educational support staff.
  • Markets and promotes OCET offerings and initiatives in the community. Completes market research to identify target audience demographics or review previously successful marketing campaigns. Develops unique campaign ideas (brochures, flyers, websites, social media, eMarketing, etc.) to market OCET course and program offerings. Helps proof marketing material/collateral for OCET course and program offerings. Determines mailing lists, email lists, and distribution methods. Adjusts throughout campaigns to achieve better engagement from consumers. Contacts potential consumers
  • Collaborates in the coordination of the apprenticeship programs with the union apprenticeship coordinator. Collaborates in the coordination of combined OCET and academic courses and guided pathways.
  • Assists in offering short-term /non-credit international programs with the International Education Coordinator.
  • Assist with report writing, including monitoring due dates for specific projects to ensure project reporting in a timely manner.
  • Serves as a member of community business-serving organization(s). Be visible in the community by speaking to community groups. Identify educational and training needs and promote OCET offerings. Contact potential clients. Negotiate sheltered contracts agreements for customized training
  • Identifies software and/or other educational support tool needs and makes recommendations to the OCET team and Executive Manager.
  • Other duties as assigned.
