Description:

Under the general supervision of the Contracts Manager, the Contracts Administrator has the independent responsibility for structuring, bidding, and executing legally binding contractual documents that establish business relationships between the University and design professionals, construction contractors, and professional consultants for UC Davis Design and Construction Management. This position is for a professional with ability to review, analyze, assemble, and administer construction and consulting contracts in compliance with applicable laws and the UC system-wide and UC Davis DCM’s standard operating practices and procedures. This position has an in-depth understanding of formal contracting methodology and terminology and can work independently and timely to ensure compliance, advise department management of contractual rights, ethics risks and obligations, and to provide interpretation of terms and conditions of contracts.

This role requires the following:

  • Familiarity with small and larger-scale capital programs and the necessary legally binding process for executing the contractual relationships for such programs.
  • CA2 will work independently within a group of approximately 3-5+

MINIMUM EDUCATION/EXPERIENCE:

  • Bachelor’s degree in related area and / or equivalent experience / training.
  • Experience in construction contract and competitive bid policies, procedures, and regulations including knowledge of legal concepts and principles to recognize unacceptable contract provisions in construction contracts, consultant agreements, change orders and authorizations.
  • Experience in word processing and proofreading; spreadsheet, calendaring, and document management database programs (Microsoft Word, Excel, Outlook).

MINIMUM KNOWLEDGE, SKILLS, AND ABILITIES (KSA):

  • Knowledge of specific construction contract types to ascertain suitability for specific application and amendment and experience reading and analyzing complex technical and legal documents, including construction contracts, negotiated contracts, and consultant agreements.
  • Skill to work independently and make decisions under general direction including managing workload and developing short-term and long-term plans/solutions to meet operational goals.
  • Strong record keeping and filing skills needed to accurately document and retrieve data and maintain up to date document/contract status and project files.
  • Skill to research and analyze data, analyze technical problems, develop solutions, and make recommendations based on objective analysis.

PREFERRED KNOWLEDGE, SKILLS, AND ABILITIES (KSA):

  • Knowledge of administration of construction contracting for public works including familiarity with university policies, Public Contracts Code, requirements of Federal Grants and general competitive bidding policies, procedures, and regulations.
  • Knowledge of university software applications for project management scheduling, tracking, work order, and project accounting including advanced skills to operate custom computerized systems to prepare correspondence, contracts, reports, schedules, bid advertisements.
  • Skill to acquire and sustain knowledge and understanding of California State regulatory code regarding contract bidding and awarding as it relates to the University of California.
  • Skill to research and analyze technical, statutory, and policy-related problems, develop solutions, and make recommendations based on objective analysis.
