THE OPPORTUNITY

Providence Health Care is currently seeking a Contract Analyst to join its Medical Affairs Department!
This is a new, regular full-time opportunity, based at St. Paul’s Hospital. Core hours of work are Monday to Friday, 8:00 to 16:00.
Work model: hybrid.

POSITION OVERVIEW

Medical Affairs is the branch of Providence Health Care (PHC) responsible for the management and oversight of the relationship between PHC and all Medical Staff (physicians, nurse practitioners, midwives and dentists), who are primarily independent contractors.
Reporting to the Manager, the Contract Analyst will be responsible for the effective management of Medical Staff contract lifecycles and implementation within PHC.
The Contract Analyst provides expertise and guidance to senior clinical and operational leadership and supports the service and accountability objectives of organizational and provincial Medical Staff contracting and compensation policy.

Key responsibilities:

  • drafting contracts, which reflect the clinical and administrative services to be provided
  • preparing contract amendments
  • assisting with contract renewals
  • monitoring of contract deliverables alongside PHC programs

The Contract Analyst also participates in (and leads, where appropriate):

  • contract implementation
  • policy development
  • organizational decision-making
  • contract performance improvement through analysis
  • monitoring and reporting on contract implementation and contract oversight systems performance.

The position participates in identified contract management projects, proposes new initiatives, liaises with other PHC programs, and performs partner engagement, communications and quality improvement activities. The Contract Analyst establishes and maintains close working relationships with PHC program areas, finance, external billing contractors, partners in other Health Authorities, the Health Employers Association of BC (HEABC) and the Ministry of Health.
Qualifications / Skills and Education:

EDUCATION, TRAINING AND EXPERIENCE

A level of education, training and experience equivalent to a Bachelor’s degree in a relevant discipline with five (5) years’ related contract drafting and management experience, preferably in the health care field. Familiarity with the Physician Master Agreement (PMA) and physician compensation policy in British Columbia is an asset.

    Duties and Responsibilities:
  • Drafts Medical Staff contracts, amendments, and renewals in consultation with key partners including PHC leadership, operational leadership, and Medical Staff. Ensures due diligence is applied to the development of new contracts by identifying risk issues (financial appropriateness of services, provincial compliance, etc.).
  • Provides contract performance and service model expertise to the Executive Director and Manager in negotiations with Medical Staff and their representatives, ensuring that contracts meet operational and service delivery needs while adhering to organizational and provincial policies as well as compliance with legal requirements.
  • Leads the implementation of monitoring, reporting and evaluation mechanisms that ensures timely and effective management of Medical Staff contracts. This will require working collaboratively with Medical Staff, program managers, Medical Affairs, and the Ministry of Health to ensure all partner needs are met.
  • Provides expert advice to Medical Staff, physician program directors, program directors, department and division heads and other partners on the interpretation of contracts either directly or by accessing the appropriate expertise.
  • Monitors and analyses quality metrics and key performance indicators to ensure contract service requirements are met and compliance to contract terms and organizational policies. Identifies variances to required contract performance and recommends possible medial options to the Manager.
  • Supports the Manager and program areas to initiate corrective action, as appropriate, when service provider performance deviates from expectations or where service delivery decisions may cause service provider performance to deviate from expectations.
  • Prepares sensitive and/or confidential performance reports and analytical summaries to facilitate program leadership and executive decision-making. Provides recommendations for mitigating variances in performance and service delivery.
  • Collaborates with program managers and Medical Staff to establish annual contract utilization, activity, and budgets.
  • Participates in or leads, where appropriate, the development and revision of policies and procedures related to Medical Staff contract management. Ensures policies are consistent with regulatory requirements, industry standards, and organizational priorities.
  • Supports the Manager in the investigation and business case development for new Medical Staff contract opportunities, and in obtaining any necessary approvals from internal and external partners.
  • Prepares initial drafts of briefing documents to obtain any necessary approvals, including funding support, from internal and external partners to facilitate new contract development and service model amendments.
  • Makes recommendations and implements administrative system improvements to enhance efficient contract oversight implementation and lifecycle management.
  • Serves as a point of contact for communication between Medical Staff, physician program directors, program directors, department and division heads and other partners regarding contract related matters. Works closely with key external partners at the Ministry of Health, HEABC and Medical Staff organizations such as the Medical Staff Association and Physicians and Surgeons Society aimed at improving communication, linkages, and knowledge transfer to support the clinical programs.
  • Ensures that all contracts, associated documents and correspondence relating to a contract are entered and maintained in a Contract Database.
  • Performs other related duties as assigned
