Description:

SUMMARY/OVERVIEW

This position is responsible for the full range of pre-award and post-award functions, e.g., acquisition planning, requirements development, solicitation preparation, price/cost analysis, negotiation, administration, termination, and contract closeout utilizing Federal Acquisition Regulations. The Contract Specialist collaborates with various departments, including operations, project management, account management, business operations and finance throughout the contract lifecycle.

MINIMUM REQUIREMENTS

  • High School Diploma or GED equivalent. Bachelor s degree in Business Administration, Contract Administration, Business Law, or related field, preferred.
  • 3-5 years of previous experience in the contracting / acquisitions field or in a contract related role.
  • Proficient computer skills, Microsoft Office Suite (Word, PowerPoint, Outlook, and Excel).
  • Prior experience working with federal contracts, GSA Schedule Contracts, etc.
  • Prior experience working with Energy Saving Performance Contracts (ESPC).
  • Strong working knowledge of Microsoft Office and Adobe; proficient in the use of Pro-core, Foundation, or other types of Construction Software programs,
  • Prior military experience

Responsibilities:

  • Participates in and supports team negotiations in the Pre award and Post award phases of contracting.
  • Knowledge and experience with COR administration, preparation of contract files and required documents including, but not limited to, Determination and Findings, Market Research Reports, Price Negotiation Memorandums, and performance work statements/statements of work.
  • Performs contract administration.to ensure that contracts are executed in accordance with corporate guidelines and are in line with corporate goals and objectives.
  • Logs and sets up all job contracts/projects within master contract database.
  • Prepares solicitation, requests for proposals (RFI/RFP), and associated documents.
  • Posts award actions
  • Analyzes all requirements and provisions in contracts, including terms and conditions, to ensure compliance with all laws and governmental regulations and company policies and procedures.
  • Audits existing contracts and oversees contract modifications to ensure contract compliance.
  • Identifies, analyzes, tracks, mitigates, and resolves a contract s risk to the business.
  • Conducts analysis of new laws, regulations, and contract trends to determine potential impact on the business.
  • Coordinates with the finance department to ensure correct billing and collection of contractual revenues.
  • Participates in advance planning discussions of new business pursuits.
  • Assists during government audits and reviews.
  • Identifies potential improvements to existing policies.
  • Prepares reports on the status of contracts for management.
  • Conducts special projects as assigned.
