Description:

Overview:

POSITION SUMMARY

Under general supervision, the Contracts Technician is responsible for maintaining confidential records and files; in compliance with program requirements and TCRHCC guidelines and shall perform a variety of administrative and technical duties supporting TCRHCC contracts/purchasing operations. The Contracts Technician will perform the full range of contract support duties, including assisting with requests for proposals and soliciting bids, including dealing with both internal and external people; establishing and maintain effective working relationships with TCRHCC staff, contractors, consultants, and vendors. An essential requirement includes knowledge of procurement and contract management and contract laws.
Qualifications:

EDUCATION:

Associate degree in Business Administration or related field such as, but not limited to, law, accounting, finance, supply chain, contract management, hospital administration.

EXPERIENCE:

  • One year experience in purchasing and contract negotiation/management.
  • One year experience/knowledge of laws impacting the legitimacy of contracts understanding and contract terminology and language.
  • Two years of increasingly responsible administrative experience/education in Microsoft Office Suite.

  • Submission of all required employment-related documents, applications, resumes, references, and other required information free of false, misleading or incomplete information, as determined by TCRHCC.

Responsibilities:

  • Assist TCRHCC staff in interpreting contract terms and conditions.
  • Responsible for administrative and technical duties supporting contracts/purchasing operations. Organizing and prioritizing a variety of technical and administrative support services and activities.
  • Effectively manage the full contract lifecycle: Preparing and distributing requests for proposals and requests for quotes, Managing and guiding contracts through the approval and signature process; Responding to internal and external requests, Maintaining contract management system, Archiving/record retention, and Documenting renewal or termination of contracts.
  • Responsible for maintaining and managing contract system by ensuring all data is updated and contract renewals are communicated in a timely manner. Distributes contract documents to parties of interest upon request.
  • Responsible for coordinating meetings to convey any changes/renewals/terminations, etc. to proper parties to discuss any contract issues/concerns/timelines, etc.
  • Ensures internal controls and policy/procedures for contracts are in compliance.
  • Monitor contract procedure to ensure requirements are clear and understood, research and gather data, develop specifications to resolve problems and complaints.
  • Analyze price proposals, financial reports, and other data to determine reasonableness of proposed prices.
  • Ensure all required documents are executed (i.e., Professional Service Agreements, Business Associate Agreements, and licensing).
  • Communicate effectively with employees of all levels and various parties, third parties and vendors.
  • Assures payment requests are submitted accurately and are timely to maintain vendor satisfaction.
  • Monitor blanket purchase orders specific to each contract in accordance with specified contract payment terms.
  • Reviews scope of work to ensure clarity of work and contracting requirements, review technical sections of contracts to ensure provisions are clear and consistent with specifications and recommended modifications to contractual language and requirements.
  • Understand and comply with federal, state, tribal, and local legal requirements.
  • Ensure proper PPE is always worn while on duty including but not limited to, face mask, gloves, gown, isolation gown, NIOSH-approved N95 filtering face piece respirator or higher, if available), and eye or face shield.
  • Complete all donning and doffing tasks in a safe acceptable method and discard of used PPE accordingly. (see CDC website for most current updates)
  • Complete task training for all routine cleaning and decontamination processes for all surfaces contaminated by a communicable disease to ensure a high level of patient, visitor, employee, and external customer satisfaction other duties as assigned.
