In the role of Coordinator, Health Service Provider Contract Administration you will be responsible for the daily operations of the Health Service Provider Contract Administration department.   • Provide financial, business, advisory and consultative services to assigned portfolio(s) including business case development, contract costing, and performance analysis;
  • Develop and implement department processes and procedures;
  • Manage the oversight and governance of health service provider’s financial performance annually by reviewing financial statements, workload reports, and contract reporting requirements; extracts data, compares and prepares reports.

Responsibilities:

Responsible for the daily operations of the Health Service Provider Contract Administration department; ensures that the payment, recovery and reporting processes for Fraser Health (FH) produce accurate, timely information for the Board, Executive Management Team, Ministry of Health Services and other users of the financial statements and reports, in collaboration with the Financial Manager.

Responsibilities:

  • Coordinates the day-to-day activities of the Health Service Provider Contract Administration department by determining priorities, scheduling work based on department priorities, developing processes and methods for project implementation resulting from strategic initiatives; ensures that initiatives are carried out in accordance with the goals, policies and vision of FH.
  • Develops the short and long range goals and objectives for the department, in collaboration with the Manager; assists the Manager in the preparation of the department’s budget; manages the annual budget for the designed area by monitoring and reporting expenditures, completing variance analysis and making recommendations for budgetary adjustments; implements corrective action as directed and escalates issue to the Manager where applicable.
  • Provides financial, business, advisory and consultative services to assigned portfolio(s) including business case development, contract costing, and performance analysis; acts as a resource to assigned clients by attending client meetings and providing information on budgeting and responsibility reporting.
  • Responsible for the ongoing maintenance and integrity of the detailed health service provider budget; ensures that all budget changes are consistent with FH’s financial goals and objectives by reviewing all proposed budget adjustments prior to implementation; ensures that budget reconciliation and continuity schedules are maintained.
  • Develops and implements department processes and procedures; in collaboration with the Manager; directs the preparation and approves payments to health service providers, recoveries from funding agencies, accounting accruals and account reconciliations ensuring that all payments and recoveries are processed on a timely basis.
  • Ensures the accuracy of FH’s health service provider payment and recovery accounts by preparing and performing accounting reconciliations, identifying problems and working with the department managers to correct the underlying processes; assists the Manager in the preparation and analysis of periodic financial statements and quarterly reports to the Finance and Audit Committee of the Board of FH, the Ministry of Health Services, and Internal Audit.
  • Manages the oversight and governance of health service provider’s financial performance annually by reviewing financial statements, workload reports, and contract reporting requirements; extracts data, compares and prepares reports.
  • Consults with FHA operations on new contracts and recommends sign off on all contract routing slips to ensure appropriate funding, budgets, account numbers and compliance with the signing authority policy.
  • Coordinates the preparation of all reporting activities related to health service provider contract administration, including all regulatory reporting with the Ministry of Health Services to ensure that all filing deadlines are met.
  • Manages the human resource function for the department including selecting, directing, motivating and evaluating staff to ensure the effective performance of their duties, in collaboration with the Manager; promotes, disciplines and initiates staff termination, as required; orients staff, develops and implements appropriate staff development and retention plans; ensures compliance with current human resources standards and procedures.
  • Develops, implements and administers department standards and procedures in collaboration with the Manager by evaluating and implementing changes as needed to improve services, simplifying workflow and integration with the other financial goals and ensuring compliance with Ministry of Health requirements and Generally Accepted Accounting Principles. Ensures the quality of service for the department and maintains quality assurance programs.
  • Ensures that the Manager, Contract Management and Analysis is aware of significant budget adjustments, issues and trends; ensures that the budget is allocated consistent with MIS guidelines, and approved plans.
  • As a member of the Corporate Financial Planning team, develops and maintains effective working relationships with Finance Team members,
  • Ensures service provider compliance with contractual insurance requirements.
  • Completes HSP related Freedom Of Information (FOI) requests as required.
  • Participates on internal and external committees, as assigned.

Qualifications: Education and Experience
CPA recognized professional accounting designation. Five (5) to seven (7) years’ recent related financial accounting experience in a large complex organization, including one (1) year supervisory experience, or an equivalent combination of education, training and experience.
