Description:
Savan seeks a CPIC Lead to successfully lead a capital planning workstream in the Department of Health and Human Services (HHS). The CPIC lead will be a key IT strategic support services contract member supporting a federal CIO. The successful candidate will be responsible for establishing and supporting the implementation of Technology Business Management (TBM) reporting and Capital Planning and Investment Control (CPIC) processes for selecting, controlling, and evaluating the performance of IT investments throughout the lifecycle. This role is pivotal in promoting the strategic transformation of a CIO organization in a highly federated agency. Additionally, the CPIC Lead will support the implementation of OMB and HHS IT management policies and procedures to improve the operational effectiveness of agency IT functions.
The ideal candidate shall have at least ten years of IT portfolio management and CPIC for federal agencies. Duties assigned will include, but are not limited to, the following:
Role Responsibilities:
- Establish and implement processes for CPIC
- Support TBM reporting and analysis and integration of IT spending analysis into agency budget formulation and execution processes
- Develop and support IT governance processes, including but not limited to the organization’s implementation of key IT programs and policies; provide feedback on processes, including improvement opportunities and impacts to the overall portfolio of IT projects
- Partner effectively with the client and contractor teams to facilitate and drive organizational maturity collaboratively through oral and written recommendations
- Prepare a variety of management and technical presentations, from those presentations that support executive client leadership to those that support managers and staff
- Assess compliance with IT federal regulations and governmentwide policy
- Being highly dependable and able to anticipate the needs of the organization and able to move forward without detailed direction
- Present project updates, findings, and strategic recommendations to senior leadership
- Create management dashboards to communicate, display, and track system owners’ progress in achieving the project goals
Qualifications and Requirements:
- B.S. in business, economics, public administration, information systems, or a related degree
- 10+ years of professional experience
- 8+ years of CPIC experience supporting federal agencies
- Ability to build and apply financial models with limited client guidance and direction
- U.S. Citizenship
- Public trust or ability to obtain a Public Trust
- Strong analytical, problem-solving, and decision-making capabilities
- Excellent verbal and written communication skills
Preferred Qualifications:
- Project Management Professional (PMP) certification from the Project Management Institute
- Experience supporting HHS IT programs
- Experience managing teams in a federal consulting environment
