The Ohio Air Quality Development Authority (OAQDA) is a non-regulatory, state-level governmental agency created to help Ohio businesses and communities comply with clean air regulations and meet their sustainability goals. Since its creation in 1970, OAQDA has worked to improve air quality by supporting businesses, creating jobs, and improving communities while enhancing the health and safety of all Ohioans. OAQDA administers several financing programs for industrial and commercial entities, small businesses, and local communities that may include energy efficiency, renewable energy, alternative transportation, recycling and solid waste disposal, and pollution mitigation. OAQDA is experiencing significant growth in its programs to provide additional financial assistance that serves the market need in Ohio for air quality, sustainability and related environmental projects aligned with economic development and public health benefits. OAQDA is seeking a Data Analyst & Compliance Lead with strong business acumen to collect, manage, and interpret data in a way that demonstrates OAQDA’s impact on programs and aligns with environmental, economic development and public health goals. This position will manage the organization’s data assets effectively to assist OAQDA sharing its story to the public.
A successful candidate will utilize data analysis and visualization tools and techniques to evaluate the success and impact of OAQDA programs. Management skills will ensure compliance with federal requirements related to program implementation and funding, such as designing and administering the procedures to evaluate project adherence to federal and program requirements. A successful candidate will have the right combination of being detail-oriented, high affinity to analyze data and use it to tell a story, strong attention to compliance procedures, and be able to translate highly technical data in meaningful ways for a wide range of audiences.

Responsibilities:

WHAT YOU’LL DO:

The Data Analyst & Compliance Lead plays an important part at the agency. In this role, you will be responsible for:

  • Managing a data analytics and compliance program including validating air quality project performance data for regulated air pollutants and greenhouse gas emissions reductions.
  • Interpreting and assessing federal requirements in review of project applications.
  • Reporting and ongoing performance data, metrics, and other information.
  • Developing, publishing and enforcing policies, procedures and guidelines for administration of program area.
  • Providing input during the development of enterprise-wide analytics strategies and the design.
  • Implementing and evaluating of financial assistance programs for clean air and energy technology projects.
  • Conducting research and assisting with resolution of complex data issues.
  • Providing access to data with context for decision making.
  • Analyzing data and preparing reports for performance measurement and adherence to federal and state requirements.
  • Collecting and interpreting data through various means such as analyzing program results or by setting up and managing new studies to evaluate agency effectiveness in serving market and /or targeted industries, sectors, or customer/project types.
  • Assisting staff with data access and manipulation.
  • Appling advanced statistical analysis and visualization techniques to identify data trends and relationships.
  • Utilizing analytics techniques to discover, confirm, and document associations, predictive models, and algorithms.
  • Applying analytical results to address practical program or organizational problems and opportunities in a format accessible to non-technical staff and stakeholders.
  • Providing guidance to OAQDA board members, leadership team and staff regarding interpretation and applicability of findings in program performance.
  • Presenting summary findings and recommendations to agency leaders and assisting in communication strategies to leverage program data to demonstrate impact.
  • Collaborating with staff to select deployment methods.
  • Identifying and documenting best practices.
  • Training peers and business staff in the use of analytics tools and techniques.
  • Remaining current with relevant innovations and industry direction.
  • Supervising lower-level employees, interns or external professional service providers.
  • Attending and presenting at regular board meetings of OAQDA, industry conferences and public events.
