POSITION DESCRIPTION:

  • Leverage advanced statistical and machine learning techniques to uncover complex patterns in data, build predictive models, and solve complex business problems.
  • Framing, defining, and bounding Enterprise level data needs and concerns into broad actionable initiatives with clearly identifiable downstream tasking.
  • Performing high-level data requirements analysis to support the application of data standards across the enterprise.
  • Operating within, and coordinating across, teams that employ varying development methodologies (Agile, Scrum, and Kanban).
  • Possessing an instinctive aptitude to leverage information and knowledge sharing networks and navigating conflict in a way that fosters constructive outcomes.
  • Help to ensure that technology choices support strategic needs without being tied to specific solutions.
  • Identify TH data assets, projects/ capabilities providing valuable data along with metadata, subject to an authoritative CSD Data Catalog.
  • Create core metadata and a standard business glossary for TH data and components to improve the organizational understanding and use of data assets.
  • Identify trusted and authoritative TH data sets and establish the required data quality plans in accordance with CDO policy.
  • Identify data standards, procedures and policies related, but not limited, to tagging and classification, reduction and retention, enrichment, accessibility, security, and protection. Recommend and/or develop where appropriate and authorized.
  • Provide expertise to identify and translate data requirements into software design documentation.
  • Identify and document all TH data acquisition sources, along with integration points [Data Discovery].
  • Conduct a high-level assessment of data quality to determine “fit” for integration activity, through data profiling or other analysis mechanism. Document findings.
  • Document TH data flows, value streams, and use cases to help inform strategic needs outside the context of any specific technology or solution.
  • Identify and recommend integration and interoperability standards to improve cross-functional data exchange and minimize the need for middleware and manual processing.
  • Identify common metrics to measure and inform data integration and security processes.
  • Design, based on TH mission needs, a cloud or hybrid cloud architecture and strategic data requirements to support a more consolidated, flexible, and adaptable CSD technology platform.
  • Work with data architect and senior leadership on data centric vision and roadmap.

BASIC QUALIFICATIONS:

  • Bachelor’s degree and a minimum of 5 years applicable relevant experience, or a master’s degree with 3 years’ experience applicable experience and/or a PhD.
  • Experience and proficiency with machine learning, algorithm analysis, and data clustering, support vector machines, natural language processing, principal component analysis, clustering techniques (e.g., k-means, hierarchical), tree-based techniques, neural networks, or deep learning models.
  • Software Development Experience with proficiency in Python, SQL Java, and shell scripting.
  • Familiarity with AI/ML tools and experience with operational machine learning pipelines.
  • Ability to comprehend and analyze complex problems.
  • Excellent written and oral communication.
  • U.S. citizenship and the ability to obtain a Top-Secret Clearance.
  • Must be able to obtain and maintain a favorably adjudicated DHS background investigation (EOD) for continued employment.

PREFERRED QUALIFICATIONS:

  • Certified AWS Big Data Specialty.
  • Certified AWS AI/ML Specialty.
  • Scaled Agile Framework experience.
  • Experience with visual analytic tools like Tableau, PowerBI or Visual Analytics.
