Description:

SUMMARY:

Reporting to the Corporate Information Officer, the Database Administrator and Data Governance Analyst (DBA) is responsible for the maintenance, security, and efficient operation of both Oracle and SQL servers and databases. This role oversees the City’s data policies, ensuring data security and governance. The DBA is involved in applying updates, generating reports, assisting with data conversions for upcoming projects, and maintaining all application databases.
This position works with the various members of the Information Technology team to create efficiencies, review current processes, analyze, and develop or modify databases including coding stored procedures, testing, debugging, and installing database software. This position provides direction and guidance on the use of the various technologies for process improvements usability and accessibility.

POSITION REQUIREMENTS

  • University Degree in Information Technology, Computer Science, Software Engineering or related field.
  • Five (5) years database administration and data governance experience in an on-line multi-user environment within a medium sized IT Department.
  • Three (3) years experience in monitoring and managing Oracle databases.
  • Project Management, Lean Six Sigma, Business Analysis, or ITIL Certifications are considered an asset.
  • Proven knowledge of data governance and data security including relevant data privacy regulations.
  • Knowledge and experience in data modeling.
  • Expert knowledge of and experience with ORACLE RDBMS, SQL/PLSQ, and Microsoft SOL RDBMS.
  • Certificates in database administration for Oracle and MS SQL server are considered an asset.
  • Proficiency with Microsoft Power BI, Tableau and SSRS tools.
  • Knowledge of and experience with Toad software and Crystal Reports.
  • Expert knowledge of and experience applying software patches to RDBMS.
  • Ability to identify and solve database issues.
  • Ability to gather and analyze user requirements and make appropriate suggestions.
  • Ability to think proactively to solve support issues and prevent future occurrences.
  • Good interpersonal, relationship building and communication skills.
  • Proven completion of Ministry of Labour Worker Health and Safety Awareness training.
  • Demonstrated commitment to a safety culture.
    CUPE 157 Pay Group 11 – Minimum $82,968 annually; Maximum $95,200 annually
    Expected Work Location: 50 Church Street City Hall (eligible for remote work)
    Hours of Work: Currently Monday-Friday 8:30am - 4:30pm

  • Develop databases for new applications which includes building development, testing, user acceptance and production databases.
  • Develop standards for database structures. Write technical procedures and documentation for database technology including operations, user guide, etc.
  • Develop database backup and recovery scripts for new databases and database environments including disaster recovery procedures.
  • Optimize database structures for application performance. Monitor database environment’s disk & CPU usage. Ensure environments has sufficient resources.
  • Recommend database technology for new solutions.
  • Evaluate new vendor software as it relates to databases.
  • Participate as a member of the Records Information Management (RIM) project team.
  • Apply database maintenance including patches, releases and versions to database environments and database tools.
  • Participate in the modeling of data in conjunction with the developers. Write conversion scripts to move data.
  • Design the test plan in collaboration with the Business Support Analyst.
  • Act as an agent of change for the corporation.
  • Develop and enhance data governance policies including data classification and data retention.
  • Act as project leader on development and maintenance projects (planning, scheduling, monitoring, and reporting).
  • Perform other related duties as assigned
