Description:

POSITION SUMMARY:

Creative Associates seeks a Deputy Chief of Party for a USAID-funded project, that that seeks to strengthen local government to deliver improved services, better manage resources, and enhance accountability and transparency. The DCOP supports the Chief of Party (COP), acts for the COP as needed, and carries out any other tasks assigned by the COP to ensure proper management of the project.
Responsibilities:

Qualifications:

  • An advanced degree in relevant field such as business administration, project management, or development studies; or bachelor’s degree with five additional years of relevant international development experience;
  • Minimum 7 years of experience in program administration for governance and/or civic participation projects in developing countries; of which 5 years shall have been in senior management including direct supervision of professional and support staff;
  • Minimum 5 years of experience in governance, civil society engagement, community development, or related activities in West Bank and Gaza or in the region, in support of donor-funded programming;
  • Excellent administrative skills, with demonstrated comprehensive understanding of USAID and US Government rules and regulations;
  • Capacity to support the COP in the design of grants that relate to the current political environment;
  • Exceptional organizational skills and ability to work and multi-task under pressure; and
  • Demonstrated experience in management of USAID programs that are of a similar scope, size, and complexity to this activity;
  • Experience working collaboratively with host country governments and the local civil society organization networks;
  • Experience managing culturally diverse teams and working with counterparts from other cultures; and
  • Professional proficiency and fluency in written and spoken English and Arabic

Responsibilities:

  • Oversee all aspects of technical and implementation/ programmatic aspects of the project;
  • Provide support to the COP in representational duties as required; and liaise with USAID to respond to their informational, data and monitoring requirements;
  • Support the management and supervision of technical and implementation staff;
  • Assist in the formulation of annual work plans, in cooperation with the COP, other project staff, and USAID;
  • Develop and deliver reports and written documentation related to operations activities to be reported to USAID, including providing relevant inputs into weekly, quarterly and annual reports, and all relevant project deliverables.
