Our Delivery & Schemes Directorate is our delivery arm and manages several high-profile environmental and customer focused programmes. The Deputy Directors of Operations will lead substantial programmes of operational delivery across all twelve low carbon energy and social schemes delivered by Ofgem and any new government schemes.
This Operational Leadership role provides oversight for the delivery of key environmental schemes on behalf of government, including making approvals / awards to scheme participants of public money.
With around 270 staff across the Business Unit, the roles require inclusive and empowering leaders, providing direction and motivation to your teams, and supporting the professional development of individuals across Ofgem.
The post will support the Interim Director of Operations on the continued implementation and running of our schemes, increasing impact for customers, ensuring they are feasible and are delivering net zero and fuel poverty outcomes through the achievement of policy outcomes and intent. The post will lead the teams responsible for delivering key administration functions and support delivery of Ofgem’s key objectives.
The role provides strategic leadership across multi-discipline operations with a span of control of 135+ people in the delivery of these key environmental schemes on behalf of government including effectively managing an extensive resources budget.
It will also be part of the directorate’s senior leadership team, helping the organisation to achieve its objectives by developing, executing and evolving our strategy and contributing to a clear governance model through which we can thrive as an agile organisation.

JOB DESCRIPTION

Key Responsibilities, Outputs and Deliverables:

Delivery of a significant programme of work and managing and co-ordinating successful outcomes across teams, Ofgem and professions

  • Develops, plans and delivers work outcomes, including clear and transparent work objectives, milestones and success metrics.
  • Accountable for agreeing and delivering on budget and resource requirements.
  • Responsible for building and supporting the teams delivering the work including effective scoping of work and setting of clear responsibilities.
  • Encourages and supports development of colleagues within profession and teams
  • Jointly responsible with the Personal Development Lead (PDL) on welfare and pastoral care of all colleagues.
  • Effectively undertakes appropriate and necessary D&I focus within their team and the wider organisation.
  • Plan, direct, coordinate, and lead activities within the Operations function and wider Delivery & Schemes team to ensure that all goals and objectives are accomplished within the prescribed time frame and funding parameters.
  • Ensure effective and efficient delivery of the Schemes transactions (e.g. accurate and timely processing of applications, amendments, data, payments) in line with operational best practice, is user focused and within set SLAs and KPIs
  • Design and Delivery of Operations function Key Outcomes, Measures and Performance Indicators, including Issue and Risk framework and key controls.
  • Through delegated authority decisions manage value at risk in relations to assessment decisions for operations portfolios within a delegated authority framework.
  • Drive rapid and consistent operational improvements to ensure that delivery provides a timely quality service in line customers’ expectations, with the most effective use of our resources.
  • Provide oversight for complex interpretation of the regulations and complex case reviews including representing Ofgem externally and internally as required.
  • Successfully influence and manage relationship with Funding Partners to agree KPIs and SLAs that have been tested with Scheme Users and offer robust service levels at proportionate and efficient cost level.
  • Generation and delivery of Operations and Delivery and Schemes strategic plans and budgets in full, both in terms of the financial spend and the service deliverables.
