Description:

As part of the Sectoral Transformation Group in IMDA, the SMEs Go Digital Division aims to drive digitalisation of SMEs at scale. With digital technology transforming every sector of Singapore’s economy, it is essential that our SMEs have the digital technologies and capabilities to seize growth opportunities in the digital economy.
In support of this effort, the SMEs Go Digital Division has developed the Chief Technology Officer-as-a-Service (CTOaaS) web app as the go-to platform to digitally engage and support all SMEs with digitalisation resources and expertise, at scale. The Division also works with key partners such as SME Centres, banks and telcos, as go-to-market channels, to scale our SME digitalisation efforts.

REQUIREMENTS

  • Background in Computer Science, Business or equivalent
  • At least 15 years’ relevant product, project, vendor, and people management experience, with at least 8 years in a supervisory/managerial role
  • Good understanding of the challenges and dynamics pertaining to SMEs
  • Robust and practical knowledge and appreciation of technological trends
  • Proven product and Go-to-Market strategy development and execution competency
  • Strategic thinking and strong business acumen
  • Experience in facilitating multi-stakeholder engagement
  • Strong communication, consulting, negotiation, and conceptualisation skills
  • Ability to multi-task, quick to adapt and able to work in fast-paced environment
  • Proactive self-starter, analytical, self-motivated, high energy and driven yet able to work well within a team and motivate the team
  • Excellent writing, presentation and people engagement skills

Responsibilities:

As the product owner of the CTOaaS web app, you will lead the team to:

  • Drive product development and Go-to-Market strategy to ensure that it is the go-to platform driving SME digitalisation at scale;
  • Drive above and below-the-line marketing campaigns and public communications to ensure broad-based awareness and usage of CTOaaS, with support from IMDA’s Corporate Communications Division;
  • Manage and enhance back-end Pre-Approval IT system to provide more seamless processing, analysis and reporting;
  • Optimise the workflow processes supporting the SMEs Go Digital programme by using advanced technologies (e.g., RPA, AI) to reinvent the way we deliver our initiatives;
  • Manage the Operators that provide the shared pool of Digital Consultants under CTOaaS, to ensure that they provide SMEs with the necessary expertise to digitalise with positive outcomes;
  • Forge win-win partnerships with pertinent sector lead agencies, trade associations and industry players (e.g., banks, telcos) to ensure every newly incorporated SME start their business right by starting digital, propel aspiring SMEs into global markets, and most importantly accelerate the transformation of SMEs;
  • Manage initiatives such as Grow Digital and Start Digital that leverage on industry partnerships; and
  • Coordinate across agencies and internal teams to ensure products and strategies are aligned.
