The Deputy Directorate Manager post is a high profile leadership position within the Surgical Division, responsible for operational delivery of an exciting and dynamic portfolio. We are searching for ambitious senior operational leaders to join the Team and support the delivery of outstanding care and experience for our patient. The Deputy Directorate Manager will be responsible for a portfolio of Surgical services across MWL.
The portfolio offers a mix of elective and urgent care and is ideal for someone who wishes to deliver improvement and progress their career on a path towards an operational director role. The MWL Surgical Division is expanding its facilities and workforce that includes the opening of 2 Theatres at Whiston Hospital in the summer of 2024 increasing the Organisation’s theatres capacity to a total of 35 theatres. This is an exciting prospect for the Organisation and the successful postholder, will play a pivotal role in the future of Surgical services.
This role is the perfect development opportunity for an aspiring Directorate Manager who is keen to develop their career in operational management.
As the Deputy Directorate Manager, you will be a key member of the Directorate Leadership Team and take responsibility for agreed operational aspects of designated services including financial, activity and performance management.
You will also support business planning, deputise for the Directorate Manager as required and lead key pieces of work within the relevant portfolio of services.
The Secretary of State has approved the partnership between St Helens & Knowsley and Southport & Ormskirk Hospitals.
From 1 st July we have come together as a single organisation under the name Mersey & West Lancashire Teaching Hospitals NHS Trust.
The Trust delivers acute hospital care, intermediate care, community, and primary care services to a population of over 600,000 people with a combined workforce of around 9000 dedicated and skilled staff from 17 locations including Whiston, Southport & Formby, St Helens, Ormskirk and Newton hospitals.
The Trust provides regional services for burns, plastic surgery and spinal injuries to more than 4 million people across Mersey and West Lancashire, Cheshire, the Isle of Man and North Wales.

Responsibilities:

KEY DUTIES

Support the Clinical Directors by taking agreed responsibility for operational and tactical aspects of business, financial, activity and performance management and for the strategic planning of agreed aspects of the business across the directorate. The post holder will be responsible for initiating and supporting necessary action to ensure that the service is delivered within the budget available.
Support the management of identified income streams supported by the development of a directorate marketing strategy to sustain market share and develop opportunities across the directorate.
To take a lead in specific service redesign initiatives across the directorate to enable improved ways of working to enhance the patient experience.
Provide information including performance reports to the Clinical Directors, Directorate Manager and Deputy Divisional Director of Operations including recommendations and advice for opportunity to improve.
Be expected to develop a clear understanding of all aspects of the service and be able to deputise for the Directorate Manager.
Play a pivotal role in influencing, developing and sustaining key relationships with external stakeholders.
Support the identification and of Business Cases within the Directorate and ensure that operational and strategic opportunities for the continuous development and improvement of the service are appropriately explored and pursued. This includes the delivery of all operational performance targets and financial management, the quality of services to patients and their relatives and the redesign of services towards best practice standards, within available resources.
Work with the Directorate Manager to develop and implement local service changes by taking project management responsibility for improvement activities within the organisation and where required across the local health economy.
Contribute to governance and quality improvement within the services and to provide an effective interface between the Directorate and Corporate Services.
The post holder will be expected to manage agreed elements of performance of the Directorate Care Group to ensure that key national targets and quality standards are met and, on some occasions, exceeded.
Develop a business plan for the directorates. To identify opportunities for new markets and schemes to generate additional income. To develop appropriate strategies for inclusion in the business plan to take full advantage of these opportunities.

CLINICAL & PROFESSIONAL RESPONSIBILITIES

To ensure that Trust quality standards are achieved.

ADMINISTRATIVE RESPONSIBILITIES

To attend key Trust meetings and act as a senior officer on behalf of the Directorate in a professional manner
Deputise for Directorate Manager
Where assigned, be responsible for the achievement of Emergency Access, 18-week cancer targets,elective restoration and develop a culture where the quality of services are continually improved and target achievement is seen as paramount
Develop project plans in conjunction with others to meet national, local and internal targets and monitor performance against them
Respond to any breaches in Trust, local or national targets and put in place remedial plans to ensure non nonoccurence
To contribute to the development of operational objectives within Clinical Directorates which are consistent with the Division & Trust Corporate objectives.
To ensure that operational systems are delivered in the inpatient setting that support efficient patient flow and avoidance of delays.
To contribute to the development of effective Clinical Governance, Risk management and Controls assurance systems, ensuring that procedures are embedded into the culture of the Clinical Directorates.
To Liaise and build a relationship with PALS Liaison Officers along with relevant external agents and develop systems/forums to collate patients/carers views on all aspects of hospital services.
Develop a strategy to enhance quality standards within the directorates in line with the overall objectives of the hospital. Establish appropriate mechanisms to monitor achievement.
Ensure directorates’ specific quality initiatives are co-ordinated, implemented and reviewed.
Deal with operational issues arising from governance reviews.
Identify opportunities for change that will improve or assist the development of clinical practice and which leads to improvements in quality or efficiency within the directorates.
Ensure a full performance appraisal programme is implemented within the directorates, using an approach based on the knowledge and skills framework and producing a Personal Development Plan for each individual.
To ensure that the quality of data regarding all activity within this sphere of responsibility is of the highest quality and that individual managers and staff understand their responsibilities.
Establish effective two-way communications incorporating all staff within the directorates.

TEACHING & TRAINING RESPONSIBILITIES

Participate in manpower planning within the business planning process.
Ensure a full performance appraisal programme is implemented within the directorates and that all employees have a personal development plan and appraisal, and mandatory training targets are met.
Work within the framework of the Trust Human Resources strategy and facilitate compliance within the directorates.
To ensure all HR policies are communicated widely and implemented.
Support the implementation of IT within the directorates, ensure that training requirements are identified and met and ensure that agreed IT benefits are realised.
Present highly complex, sensitive or contentious information to groups and presents workshops to groups of staff.

LINE MANAGEMENT/SUPERVISORY RESPONSIBILITIES

Manage non-medical staff within the directorates with support from the Senior Nursing team and in conjunction with the Clinical Director manage medical staff in order to comply with hospital personnel policies and procedures. Maximise the contribution of staff by developing systems for individual performance review. Individual and organisational development and continued skill mix review.
Support the Clinical Directors in the development of their role and involvement in the management process.
Support Directorate Manager in the development of their role and ensure all performance targets are delivered in a timely and effective manner.
Ensure that quality standards, both those agreed with the commissioners and dictated by national policy, are achieved. To establish local quality standards, to improve patient care and directorate efficiency.
To support the management of the performance of the Clinical Directorates.
To ensure Clinical Directorates meet their waiting list targets and contribute to the delivery of Key Performance Indicators.
Establish a mechanism, which provides the Clinical Directors with timely management information regarding performance and utilisation.
Oversee the management of non-medical staff within the directorates including regular reviews of establishment, skill mix and levels of delegated authority.
To be conversant with hospital employment practices and policies and to be responsible for the recruitment of senior staff within the directorates.
Develop and support training and education programmes to facilitate individual directorate and organisational development.
Oversee the investigation of complaints within the directorates and ensure appropriate action is taken.
Agree performance objectives for staff and monitor progress.
Develop the business plan for the directorates in line with Trust’s objectives for the plan period.
Identify and promote opportunities to become the provider of Choice for directorate services.

FINANCIAL RESPONSIBILITIES

To be responsible for agreed budgets within the Directorate, ensuring that budgets are contained within the figures agreed and cost pressures are identified and flagged up well in advance.
To report on the profit and loss of the service lines within the Directorate and ensure they perform to agreed plans and targets.
Analysis of performance data and capacity and demand data to inform service developments.
Develop and deliver agreed annual cash savings that are released due to efficiency savings and Transformation projects within the Trust Financial plan.
Work with the Finance management lead for the Division to identify cost improvement plans that will improve financial performance throughout the financial year.
Embed a performance management framework that uses Service Line reporting.
Work with the Finance management lead for the Division to develop and maintain a culture of financial control and accountability amongst both clinical and non-clinical staff in the Division.
Meet all minimum healthcare standards and stretch targets set for the Directorate.
Where assigned be responsible for the achievement of Emergency Access, 18 -week , cancer targets and develop a culture where the quality of services are continually improved and target achievement is seen as paramount.
Develop project plans in conjunction with others to meet national, local and internal targets and monitor performance against them.
Respond to any breaches in Trust, local or national targets and put in place remedial plans to ensure non re-occurrence.
Participate in pricing and costing, working towards relating patient activity, by HRG to expenditure. Support the process with purchasers and ensure delivery of contract activity targets.
Work closely with the Assistant Director of Finance for the Division to provide appropriate financial and activity information to the Deputy Divisional Director of Operations and Clinical Directors and manage the directorate budgets to ensure financial balance is achieved
