Description:

JOB SUMMARY:

Leidos is seeking a Deputy Program Manager (DPM) to lead engineering work planning and execution on a large, nationally significant software development and system integration program. Leidos is the prime contractor providing system engineering, software development, systems integration, security engineering, test, training, and operational support. The selected candidate will:

  • Serve as a primary technical point of contact for customer Program Managers, Contracting Officer Representatives, Lead Systems Engineers, and technical leads.
  • Ensure proper performance of tasks necessary to ensure the efficient and effective execution of the contract. Provide guidance to program staff about scope.
  • Directly contribute to program efforts in cost/schedule management, schedule estimation and tracking, requirements management, contract performance management, risk management, requirements analysis, and quality assurance activities.

BASIC QUALIFICATIONS:

  • Bachelor’s Degree and twelve (12) years of prior relevant experience or a master’s degree and ten (10) years of prior relevant experience. Additional experience may be substituted for a Degree.
  • At least ten (10) years of experience as a Chief Engineer, technical lead, or Program Manager with a focus on system and software development support to deployed operations, managing programs and contracts of significant scope, type, and complexity.
  • Must have at least three (3) years demonstrated experience executing solution development lifecycle from analysis of customer requests through full implementation.
  • Must have at least three (3) years demonstrated technical leadership experience on Agile programs.
  • Must have demonstrated experience in conducting requirements analysis, resource estimating, schedule development, deliverable tracking.

KEY QUALIFICATIONS:

  • Understand contractual scope details and technical requirements; provide guidance to other program staff; play a primary role is scope growth management.
  • Manage program technical roadmap; incorporate relevant new requirements and activities; propose and conduct risk reduction activities.
  • Provide guidance and direct tasking for Lead Systems Engineer, Lead Security Engineer, Lead Test Engineer, Software Architect, Core Node Architect, Infrastructure Lead and Solution Train Engineer
  • Oversee processes to manage quality of technical solutions and engineering documentation.
  • Serve as primary internal Leidos interface for process execution and quality management.
  • Review and improve risk management activities.
  • Review technical deliverables before release to the Government.
  • Coordinate the preparation of Engineering Change Proposals (ECPs) and value engineering proposals to the Government PM
