QUALIFICATIONS

To qualify for Pay Band 2B applicants must meet the following:
Applicants must have at least ten (10) years of post JD/LLM experience as an attorney interpreting and rendering authoritative opinions on complex federal laws, rules and regulations and/or overseeing a staff providing advice on a variety of legal issues; and representing an organization at briefings, meetings, or conferences and presenting legal findings.

The following experience is desired but not required:

  • experience managing lawyers or other professionals.
  • experience in international and law
  • experience negotiating agreements and transactions, including complex contracts and financing agreements.

This experience must have equipped the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position (NOTE: This experience MUST be well documented within your resume or application).
Bar Membership: Applicant must provide evidence of current, active membership in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico. Responsibilities:

As a critical member of the OGC management team, the Deputy Vice President (DVP) will have responsibility for managing and supervising the operational activities of OGC’s staff, including attorneys and administrative employees, including assigning responsibilities and projects as well as setting objectives and evaluating performance. The DVP will also:

  • Direct staff in the creation and revision of compact, 609g, and other legal documents and processes.
  • Provide support and direction to project attorneys on recurrent issues of tax, ratification, procurement, and other requirements to ensure that these issues are properly addressed and appropriately documented.
  • Provide legal counsel and support to other departments and management officials on complex professional and legal matters arising in the administration and execution of MCC programs and operations.
  • Draft and edit materials for the MCC Board of Directors, CEO, and senior management and assist the General Counsel in his duties as corporate secretary.
  • Ensure legal opinions, briefs, memoranda, etc. are fully researched and contain appropriate legal and policy analysis and conclusions.
  • Pursue and achieves goals to improve the efficiency and effectiveness of OGC operations including the effective use of external counsel, the streamlining of IEA’s, development and implementation of new or enhanced training programs for staff, etc.
  • Participate in boards and committees; serve as the legal representative and consultant for the Corporation at interagency and international meetings dealing with a variety of legal issues and information.
  • Recommend and formulate the Corporation’s position regarding difficult and complex legal problems and issues that may be controversial or of significant public interest. Provides advice and consultation, as a top technical expert and recognized authority in the field of international law.
  • Act in in the absence of or at the direction of the Vice President and General Counsel.
  • Perform administrative and human resource management functions relative to the staff supervised; ensure continuing affirmative application of MCC policies concerning equal opportunity.
  • Perform related duties as assigned.
