QUALIFICATIONS

As a basic requirement for entry into the FAA Executive System, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Leadership and Technical Requirements listed below.

  • TECHNICAL REQUIREMENT: Demonstrated experience developing and implementing legislation, regulations, or policy regarding aviation matters in the U.S. and internationally.
  • TECHNICAL REQUIREMENT: Demonstrated experience representing an organization effectively in domestic and international senior-level meetings with a wide range of organizations such as the Congress, other U.S. agencies, the aviation industry, foreign governments, international organizations, labor unions or the news media to resolve complex and controversial aviation issues.

Responsibilities:

DUTIES

The Director, Africa, Europe & Middle East Office is responsible for planning, directing, and coordinating all non-operational activities within the assigned geographical area. The Director advises the Administrator, the Assistant Administrator, and other key agency officials on all matters under the purview of the Office including appraisal of overall mission accomplishment. The Director discharges these responsibilities in coordination with the appropriate elements of the United States (U.S.) and other diplomatic missions within the area and is the senior FAA spokesperson with civil and military officials of these missions and other national and international organizations.
The Director oversees and provides day-to-day direction of the service unit components and staff of approximately 16 employees which includes one executive and six senior-level positions. The Director administers and manages a budget of $4.6M annually.

Specifically, the Director:

  • Represents the agency as the senior spokesperson with representatives of the U.S. Government, foreign governments and aviation entities, and international organizations within the area for which the office has responsibility. Engages in high-level contact, negotiation, and committee memberships involving work with U.S. diplomatic missions, the military services, foreign governments, other federal agencies, executives of the aviation industry, and representatives of international organizations.
  • Directs, supervises, and coordinates the execution of non-operational agency responsibilities and special projects as assigned in the region, including the direction and planning of work performed by FAA senior representatives, civil aviation assistance groups, and foreign or U.S.-based staff assigned to the office.
  • Fosters civil aviation technical assistance provided by the U.S. through reimbursable agreements. Manages technical civil aviation assistance to foreign countries within the geographic area of responsibility.
  • Promotes the development of civil aviation and of U.S. interests relating to civil aviation. Promotes the common system of air traffic control and navigation for both civil and military aircraft.
  • Appraises overall mission accomplishment in the assigned geographical area and advises FAA leadership of foreign governments reactions to U.S. plans and programs, and possible barriers to achieving desired program objectives.
