Description:

Role Purpose:
To lead and direct the Air Transport department to achieve department objectives in line with DCAA’s overarching strategy. Manage the approvals for all types of aircraft landing, airline schedules and traffic rights approvals; approve NOC requests ensuring its consistency with related rules and regulations. Ensure evaluation and endorsement of flight schedules and security passes for proper approvals. Manage and maintain oversight of overall service/function levels of Air Transport. Oversee decision-making process for Consumer Protection cases to ensure endorsement of relevant rules and regulations.
Key Responsibilities/Duties
A. Functional:
1. Flight Operations Approval: Lead and manage the team to approve airline schedule operations, block landing and traffic rights based on aircraft documents validation & schedule information of comparison reports.
2. Flight Data Analysis: Manage to grant landing permission for ad-hoc carriers and ensure only permitted flights are operated and lead to monitor daily flight operations through Dubai International and Al Maktoum International are in compliance with the DCAA/GCAA/ICAO rules and regulations.
3. NOC: Monitor approvals related to Air Transport scope of requests after analysis and ensures its match with DCAA regulations. Work effectively to a continuous update on processes and procedures for related business issues.
4. SLA Audit Reports: Oversee operations of scheduled airlines with respect to scheduled adherence service levels, including analysis of reflecting compliance of regulations on denied boarding/cancellations/delays to ensure DCAA maintains oversight of regulatory adherence and passenger/cargo movement.
5. Consumer Protection: Lead and setup techniques and processes to ensure best practices applied on Aviation Consumer Protection related issues.
6. Online Services: Manage the execution of the team to organize the necessary researches, benchmarking and meetings for the provision of continuous improvements in online and smart landing permission, NOC and complaints systems and ensure the system is available for 24/7 service.
7. Complaints Management: Set objective levels to measure KPIs pertaining to complaint management procedures. Oversee the effective measurement of end-to-end complaint records process to assess the percentage of complaints tracked through recordings.
8. Security Pass Endorsement: Ensure Validation and endorsement of operators’ request for security passes and monitor operators’ compliance with regulations and endorses licenses for approval.
9. Liaison and Representation Duties: Liaise and represent the Air Transport department with aviation-related entities such as Emirates, Fly Dubai, DNATA, and General Civil Aviation Authority, Free Zone Authorities, Dubai Airports, Airport Companies, Aviation City, Airlines and other Government Departments DEDand oversee and review the preparation of monthly bulletins and annual report relating to the aviation activities in the Emirate of Dubai.
10. Development of aviation in Dubai: Involve in the aviation related activities and coordinate with different entities to improve safety of air transportation facilities in Dubai.
11. Other duties: Perform other activities related to air transport as may be assigned from time to time.
B. Managerial:
1. Strategy: Set, communicate and oversee implementation of the Section/Department/Sector’s strategy in line with the overall objectives, mission and vision of DCAA.
2. Budget: Set, consolidate, review, monitor and allocate the Section/department/tor’s budget; and forward to the Director for further approval (in coordination with Accounting Section).
3. People Management: Provide direction and manage subordinate staff in performing their delegated tasks; Provide professional development opportunities and perform periodic performance appraisals and KPI setting for subordinate staff (in coordination with the HR) and recommend incremental increases and levels of financial rewards, e.g. bonuses and annual pay rises for staff.
4. Training & Development: Ensure that all direct reports acquire the required skills and knowledge through appropriate training programs (in coordination with HR).
5. Policies, Procedures & Processes: Ensure that the performance of various assigned tasks, and the conduct of staff within the Section are in accordance with the Section’s policies and procedures.

QUALIFICATIONS

A. Academic Qualifications:
Bachelor’s degree in aviation management
Master’s Degree preferred
B. Certifications:
Civil Aviation Management Diploma
ICAO/IATA &EU Regulations
Air & Space Law
Airport / Airline Operations
Safety & Security Regulations
Aviation Economics
Professional Experience:
At least ten (10) years working experience in aviation industry.

At least five (5) years in managerial role
