SUMMARY

Under general supervision, manages all activities related to the District operating budgets, including system integration of data inputs from SAP and other operating data sources.

MINIMUM QUALIFICATIONS

Bachelor’s Degree in Accounting or Finance

KNOWLEDGE OF:

  • Generally Accepted Accounting Principles and Generally Accepted Auditing Principles for Public Sector financial management.
  • Government Accounting Standards Board (GASB), Financial Accounting Standards Board (FASB), and Government Finance Officers Association (GFOA) standards, practices and policies.
  • Federal and state accounting regulations, procedures, and accountability standards.
  • State and Federal laws governing public sector finance and budgets.
  • Methods and techniques for researching and analyzing budgets and operational functions.
  • Principles and procedures for developing and administering budgets.
  • Specialized MPS and state agency accounting software applications, including SAP and State of Minnesota Uniform Financial Accounting and Reporting Standards (UFARS).
  • Techniques and practices for efficient and cost-effective management of resources.

SKILL IN:

  • Budget planning, forecasting, implementation, and monitoring.

LICENSE AND CERTIFICATION REQUIREMENTS:

A valid Minnesota State Driver’s License may be required.

Responsibilities:

  • Provides leadership, direction, and supervision to the financial service functions of the District involving budgets, process improvement and financial systems integration support.
  • Develops the annual District budget and Budget Book for the school district, working with department and district leadership to reflect stated academic and operational priorities.
  • Provides support and assistance to the Executive Director of Finance in the strategic management and decision-making process related to the budget functions, identifying opportunities for process improvement.
  • Coordinates with MPS departments to prepare and provide critical financial data to assist in the business decision making processes, including revenue and expenditure forecasting and long-range financial modeling.
  • Manages assigned staff; assigns tasks, responsibilities, and projects; evaluates performance, resolves workload and technical issues, and assures that goals are communicated and achieved.
  • Analyzes financial information and key performance indicators for MPS operations; reviews and monitors status reports and recommends appropriate actions.
  • Works with the Minnesota Department of Education, as necessary, to ensure compliance and operational efficiencies of District finances.
  • Effectively communicates financial topics to internal and external stakeholders.
  • Assists Executive Director of Finance in documenting financial business processes and standard management reports.
  • Demonstrates courteous and cooperative behavior when interacting with students, clients, visitors, and MPS staff; acts in a manner that promotes a harmonious and effective workplace environment.
  • Enthusiastically promotes the Superintendent’s goals and priorities in compliance with all policies and procedures.
  • Maintains absolute confidentiality of work-related issues, records and MPS information.
  • Other duties or tasks may be assigned on an as-needed basis.
  • At times may be required to work outside normal business hours and work extended hours to accomplish requirements of the position.
