Description:

QUALIFICATIONS:

Education/Certification: Bachelor’s degree in a business-related field or education administration

SPECIAL KNOWLEDGE SKILLS:

  • Knowledge of budgeting, accounting, purchasing systems
  • Knowledge of the instructional resources approved by the district C&I Division
  • Working knowledge of financial applications and accounting, program applications and reporting to oversight agencies
  • Understanding of Federal ESSA and State Compensatory Education laws, management and allowable use of funding
  • Ability to understand and assist with all federal and state grants
  • Ability to effectively use software to develop spreadsheets and perform data analysis
  • Ability to implement policy and procedures
  • Ability to interpret data
  • Ability to manage budget and personnel
  • Strong organizational, communication, public relations, and interpersonal skills

Experience:

  • 5 years of experience in Federal and State programs management

FISCAL MANAGEMENT

  • Obtain, direct, apply, monitor, and amend federal and grant awards. Solicit federal funds and participate in grant-writing activities to obtain funding for federal/special programs and services.
  • Evaluate and inform about all federal legislation, projects, and programs for grant, entitlement, and allocation opportunities relevant to district needs.
  • Assist in the preparation of the budget and development of long- and short-range objectives for the curriculum and instruction and business operations of the district, specifically for federal and state grant funds.
  • Ensure that accounting systems comply with all applicable federal and state laws and regulations including Texas Education Agency Financial Accountability System Resource Guide.
  • Administer the district’s programs’ budget and ensure that operations are cost-effective and funds are managed wisely.
  • Oversee staff in providing information and assisting the district’s independent and internal auditors in conducting periodic audits of Federal and State programs.
  • Establish and monitor grant-funded programs and their expenditures to ensure compliance with regulations and guidelines, including specific programs management as directed.
  • Oversee and evaluate accounting procedures, payroll procedures, purchasing procedures, systems, and controls in all district departments and recommend improvements in their design, implementation, and maintenance as they relate to Federal and State Programs.
  • Work with Division of Special Education and Career and Technical Education program directors on preparation of and submission of consolidated federal and state programs application and any amendments to the Texas Education Agency. Ensure that all TEA required submissions are made in a timely manner.
  • Work closely with the Finance Division on all aspects of grant management.
  • Work with district personnel to project staffing needs, and other cost items for district Federal and State program budgets and individual school improvement in accordance with Campus and District Improvement Plans.
  • Work with campus principals all district personnel who are paid with these funds to obtain signed job descriptions and pay sheets and time and effort documentation.
  • Ensure program and financial compliance with all state and federal funds.
  • Assist administrators with planning and use of the federal and state ESSA/Title and Compensatory Education and other budgets and ensure that programs are cost effective and funds are managed prudently.
  • Serve as the Federal Programs liaison to the district level decision making committee.
  • Offer technical expertise regarding grant management guidelines, utilization of funds, and compliance issues for various grant programs.
  • Attend meetings as necessary and directed.
  • Work with local private and charter schools regarding usage of federal grants.

PERSONNEL MANAGEMENT

  • Prepare, review, and revise federal and state and purchasing department job descriptions.
  • Develop training options and/or improvement plans to ensure exemplary business operations in federal and state programs management.
  • Select, train, evaluate, and supervise staff and make recommendations relative to assignment, retention, discipline, and dismissal.
